Metra is one of the largest and most complex commuter rail systems in North America, serving Cook, DuPage, Will, Lake, Kane, and McHenry Counties. The agency is linking communities in Northeastern Illinois by providing safe, reliable, and efficient commuter service.
Information Technology is divided into four sections: Enterprise Applications, Railroad Applications, Network Services and Systems Development.
The Enterprise Applications team is charged with implementing and supporting applications used enterprise-wide at Metra, such as the new Enterprise Resource Planning (ERP) system and HR, Payroll and Timekeeping systems.
The Railroad Applications team is charged with implementing and supporting applications used to support Metra's Transportation, Mechanical, and Engineering functions.
The Network Services section has two distinct groups: IT Support and Network Operations. IT Support maintains and supports the agency's personal computers as well as computer aided design (CAD) systems for the Engineering Department and point-of-sale terminals. Network Operations builds and maintains the servers and storage that are replacing the agency's mainframe, the data network, e-mail system and disaster recovery capabilities.
Systems Development develops, maintains and supports all application systems built in-house, across all business functions.
Reporting to the Chief Information Officer, the Senior Manager, Administrative Technology Deployment will oversee deployment and support of human resources (HR), timekeeping and other supporting HR & benefits solutions; and Microsoft Dynamics AX/365 for general accounting functions (accounts payable and receivable, payroll, procurement and inventory, budget, grants, etc.), and DIVA (crew calling and hours of service).
In this capacity, the position will manage the building and vetting of project plans developed by vendors and Metra project managers; supervise the deployment of upgrades to include the planning, testing, training, and organizational change management tasks related to the new functionality; and analyze department requests in terms of business value and resource availability.
The Primary Duties include: Development of HR, benefits and timekeeping solution strategies; manage staff and vendor services including: assigning tasks, monitoring performance, and overseeing the resolution of complex issues related to project deliverables.
Ensure comprehensive project plans are established for all phases of deployment that adhere to best practice governance and include business requirements that are fully defined, documented, and maintained throughout the life of the project.
Make cost/benefits decisions that minimize risk to business operations while meeting project objectives.
Oversee the deployment of software upgrades including: working with user departments to determine new functionality desired for their operations, assessing software vendor deliverables for compliance with project specifications, overseeing the testing of all functionality, and managing user training on system operations.
Manage technical tasks/ resources that are responsible for environment management (development, test, and production environments), security, performance optimization, technical enhancements, and development tasks.
Develop organizational change management (OCM) strategies and manage their execution in the context of large IT projects, define standards and deliverables for communicating strategies and aligning expectations, communicate and manage expectations between vendors and senior leadership, and performing OCM tasks when required.
Establish methods and criteria for vetting and prioritizing new project requests, analyzing how projects fit within the development road map, and defining high-level scope and timelines.
Approve time off, coordinate staff schedules, fill vacancies as necessary, and ensure compliance with departmental and company policies and objectives. Decide/implement staffing decisions, performance evaluations, and performance improvement, disciplinary, and/or termination procedures.
