COMMUNITY LIVING SPECIALIST

Number of Positions: 1

This position is open to the public and all current city employees covered under the City’s Collective Bargaining Agreement with AMERICAN FEDERATION OF STATE, COUNTY, AND MUNICIPAL EMPLOYEES (AFSCME) – BARGAINING UNIT 1, 3, 4 & 5. Only employees in City job titles in this bargaining unit are eligible to bid.

Mission

The Senior Services Division provides direct services through staff located at six Regional Senior Centers and operates an additional fifteen Satellite Senior Center with delegate Community Based Operator agencies. Additionally, the Senior Services Division partners with service providers who specialize in meeting the needs of aging adults by providing meals, caregiver support services, case management and benefit counseling. The Senior Services Division has an annual budget of $30 million. A sizeable portion of this funding is granted to community partners through a competitive grant making process. The Senior Services Division funds over 15 programs serving over 100,000 individuals across 30 delegate agencies impacting every Chicago neighborhood.

ESSENTIAL DUTIES

+ Program Management

Provides day-to-day program management of DFSS Virtual Senior Center including developing virtual programs, completing required program reporting for the funder, resolving technical issues regarding computer usage and virtual communication platform, supporting and training instructors on technology usage, growing hybrid class opportunities at DFSS Senior Centers and supporting the DFSS Senior Center Team members with the virtual senior center technology, providing program outreach and quarterly completion of electronic program guides.

· Gathers and Analyzes Data

Gathers and analyzes data, prepares monthly reports (e.g. statistical, program monitoring activities and findings, compliance, etc.) and analyzes program performance. Uses data to analyze program performance. Develops program activities, goals and objectives; create program evaluation tools and evaluates the effectiveness of the program.

· Technical Assistance

Be able to build and deliver virtual and hybrid events, have in-depth knowledge of virtual event platforms and live streaming technologies, has familiarity, knowledge and passion for identifying best practices in virtual programming for older adults. Have experience with communication technology such as Zoom, Webex, Microsoft Teams, Facebook Live, etc.

· Project Management

Manage multiple projects simultaneously with great attention to detail and have ability to develop and maintain positive, collaborative, respect-based relationships with team members, program participants, and stakeholders within and outside of DFSS.

+ Other

+ Acts as a liaison with other City departments and agencies and meets with community resource organizations to increase knowledge of services and allow for positive transfer of clients to local service providers.

+ Implements new program innovations

+ Attends trainings to enhance knowledge of resources and services.

· Assists with RFPs

Assists in the preparation of grant applications and requests for proposals. Evaluates proposal submissions and recommends contract awards .

THIS POSITION IS IN THE CAREER SERVICE

Qualifications:

Graduation from an accredited college or university with a Master’s degree or higher in Gerontology, Psychology, Social Services, Public Health, or a directly related field, plus one year of work experience in the planning, implementation, and administration of social service programs; or a Bachelor’s degree in the above listed fields and two years of work experience in the planning, implementation, and administration of social service programs

Selection Criteria

This position requires applicants to complete an interview. The interviewed candidate(s) possessing the qualifications best suited to fulfill the responsibilities of the position, based on the oral part of the interview will be selected

Preference will be given to candidates possessing the following:

+ Previous experience in collecting, analyzing, and producing summaries of quantitative and/or qualitative data

+ Previous experience with IT and social media platforms

+ Previous experience with program performance reporting on program outcomes and performance requirements Previous experience managing Social Services programs with an emphasis on Senior Services or the aging population

+ Previous project management experience

+ Master’s or Bachelor’s degree in Information Technology
