Job Description

Essential Functions

30% Under general direction, serves as the Application Development Supervisor of the Application Development Section of Department of Innovation and Technology (DoIT), supporting the Department of Central Management Services (CMS):

  • Provides technical assistance, advice, and guidance to the CMS Chief Information Officer (CIO) in the highly complex program aspects relating to Application Development systems and project assignments.
  • Plans, directs, and conducts extensive technical and complex research, systems analysis, and studies of application development projects for systems having major impact on the implementation of new data sources, new versions of systems, and yearend changes and testing of legislative and processing initiatives and directives.
  • Utilizes the following technologies in the performance of development projects: C# or Visual Studio, .NET, Office Suite tools such as Microsoft Office, MS Power Platform, SharePoint, SQL Server Management Studio, SQL Server Reporting Services, Azure DevOps, Adobe Experience Manager (AEM), and Git Hub.
  • Coordinates, plans, and implements changes resulting from legislation or agency needs upon approval of the CIO,
  • Develops, manages, and maintains communication and builds strong relationships with other development groups within DoIT and Agency Divisions.
  • Manipulates and formats various electronic file and data formats.

 

20% Develops, manages, and maintains communication with internal and external associates and vendors to obtain and share information on program data requirements related to major project implementations of new data sources to systems, new audit, research programs, and testing of research and auditing initiatives and directives:

  • Coordinates application system interface changes and activities with Information Technology and User Processing staff, other operational areas, and application processing groups.
  • Consults and coordinates development activities with department technical architects and project management to implement appropriate and modern system solutions.
  • Develops and documents processes and procedures.
  • Performs system testing and coordinates planning and implementation as project changes are completed.
  • Monitors and reviews completed changes to ensure the security and integrity of data stored in systems.
Essential Functions Continued

20% Performs highly responsible functions coordinating and assisting with the application planning standards and procedures for use by the Section:

  • Monitors the work of lower-level staff to ensure compliance with Information Technology standards and procedures for application development and implementation.
  • Coordinates initial training and ongoing education of the Section support staff to familiarize them with application features and capabilities.

 

15% Serves as working supervisor:

  • Assigns and reviews work.
  • Provides guidance and training to assigned staff.
  • Counsels staff regarding work performance.
  • Reassigns staff to meet day to day operating needs.
  • Establishes annual goals and objectives.
  • Approves time off.
  • Prepares and signs performance evaluations.

 

10% Coordinates and performs duties with the Agency CIO, including planning stages of projects based on the needs and funding of the Department:

  • Determines project components and oversees projects that cross sections or divisions.
  • Develops and documents processes and procedures.
  • Evaluates and prioritizes projects and assignments, informs staff of proper priority of assignments, and monitors overall systems changes.
  • Notifies the Agency CIO of competed projects and reassigns new projects to lower-level development staff.
  • Monitors and tracks the progress of each developer’s assigned task.
  • Reviews and approves the final product received from the development staff and returns and tracks revisions.

 

5% Performs other duties as required or assigned which are reasonably within the scope of duties enumerated above

  • Completes the more complex projects.
Minimum Qualifications
  1. Requires knowledge, skill, and mental development equivalent to four (4) years college in management information systems, information technology, computer science or directly related fields.
  2. Requires experience equivalent to three (3) years of Application Development, Information Technology Project Management, or a related Information Technology field.
Specialized Skills
  1. Requires three (3) years of professional supervisory experience in an Information Technology environment.
  2. Requires three (3) years of professional experience with application development utilizing languages such as C# or Visual Studio, .NET, MS Power Platform, SQL, and SharePoint.
  3. Requires three (3) years of professional experience with object-oriented application design theory, concepts, and principles. 
  4. Requires three (3) years of professional experience with web application development tools such as .Net Core, or Adobe Experience Manager (AEM).
