Position Overview

We are seeking to hire a self-driven individual, eager to learn in a team environment that can assist with special projects and streamlining current processes that require updates. Applying for this position means you have the opportunity to learn a variety of skills such as State procurement and grant processes, agency budget work, Federal grant financial reporting, Medicaid claiming and waiver projects, court of claims, financial system report creation and more. Duties include assisting with special projects, assisting with procedure development, work on internal trainings and coordination of trainings, work with the Statewide Accounting Reporting System developing specialized impactful reports, create and manage division project calendar, coordinating the Division of Finance and Administrations intranet site and assisting with legislative bill analysis. Communications skills both oral and written are needed and the ability to pivot and prioritize projects is necessary in this team focused fast paced environment.

Essential Functions
  1. Updates and coordinates all budget and procurement trainings, procedures, and workflows.

  1. Serves as full-line supervisor:

  2. Works with DoIT to maintain the most up to date systems and technology for provider applications and certifications. 

  3. Analyzes agency procurements including grants and spending, ensuring the department is meeting Federal match and MOE requirement, strategic goals and objectives, and other required reporting.

  4. Works with the CFO and legislative liaison on bill comments and fiscal notes to develop fiscal analysis and potential policy impacts on the Division of Finance and Administration.
  1. Performs other duties, as required, or assigned, which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications

1. Requires knowledge, skill, and mental development equivalent to completion of four years of college.

2. Requires prior experience equivalent to four years of progressively responsible general administration, business, labor, and personnel administration or supervisory experience in a business organization.

Preferred Qualifications

1. Prefers six years of experience participating in State budget development.

2. Prefers six years of experience conducting state fund analysis and projections.

3. Prefers six years of experience utilizing Budgeting for Results, specifically by setting benchmarks and performance measures for public portals.

4. Prefers four years of experience developing tracking models.

5. Prefers one year of experience working with the State grant and procurement process.

6. Prefers one year in a management role supervising professional level staff.

Conditions of Employment

  1. Requires ability to pass a criminal background check.

  2. Requires moderate travel.
