Job Description

Position Overview

The Bid Credit Monitor position located at the DCEO office in Springfield, Illinois is part of the Office of Illinois Works and serves as the main point of contact for contractors and stage agencies located throughout the state of Illinois. This position provides guidance, technical assistance, and support to contractors and state agencies related to Bid Credit Program incentives to hire and retain Illinois Works program graduates. The Office of Illinois Works is a new bureau focused on brining equity and inclusion along with creating a viable and sustainable workforce pipeline in the construction industry and the trades. Job Responsibilities

1.  Serves as Bid Credit Monitor for the administration of the Illinois Works Bid Credit program requirement compliance.

2.  Receives, processes, reviews, and makes initial determinations on assigned bid credit awards and redemption.

3.  Organizes, plans, executes, and controls Illinois Works Bid Credit Program activity.

4.  Proactively communicates and provides training to impacted agencies and contractors as assigned related to allowable bid credits and the use of the Illinois Bid Credit Database.

5.  Refers problematic cases to the Bid Credit Program Manager for consideration of further investigation and/or enforcement.

6.  Compiles usage reports as assigned on bid credit usage as required by the Bid Credit Program Manager or Illinois Works Review Panel.

7.  Provides support, coaching and collaboration to the Bid Credit Program team and participants.

8.  Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

 

 

Minimum Qualifications

1.  Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college, preferably with courses in business or public administration.
2.  Requires two (2) years of responsible administrative experience in a public or business organization.

 

Specialized Skills:


Of the required years of experience noted above:


1. Requires one (1) year experience working with budgets or other financial information including working knowledge of the principles and practices of public and business administration.
2. Requires one (1) year experience making presentations and/or delivering training/technical assistance with the ability to communicate professionally in writing and verbally.
3. Requires one (1) year of governmental program management, tax credit program management, or incentive program management or working knowledge of the principles of governmental accounting, program budgeting, personnel statistics, and procurement.
4. Requires one (1) year of professional experience managing a program in a private and/or public environment.

Preferred Qualifications

1.  Prefers one year experience working with budgets or other financial information including working knowledge of the principles and practices of public accounting and/or finance.
2 . Prefers one year experience making presentations and/or delivering training/technical assistance with the ability to communicate professionally in writing and verbally.
3 . Prefers one year of governmental program management, tax credit program management, or incentive program management or working knowledge of the principles of governmental accounting, program budgeting, personnel statistics, and procurement.
4.  Prefers one year of experience in the construction industry and/or working with apprenticeship or pre-apprenticeship programs.
5.  Prefers intermediate level proficiency utilizing Microsoft Excel, Word, Outlook, SharePoint, Webex, Zoom and Smartsheet’s.

Conditions of Employment

1.  Requires appropriate, valid driver’s license.

2.  Requires ability to travel in the performance of duties, with overnight stays as appropriate.

3.  Requires ability to pass a background check.
