Description
Responsible for implementation and administration of Illinois Department of Transportation (IDOT) Highway Construction Careers Training Program (HCCTP). Provide management and highway construction training in accordance with IDOT HCCTP contract.
 Description of Essential Functions (critical tasks)
Essential Job Functions:

Establish working relationships with IDOT local highway construction contractors trade union partners college departments and other internal and external stakeholders for placement and referrals of student trainees.
Meet with and determine eligibility of students trainees based upon student need and IDOT requirements.
Develop individual student trainee performance plans to meet IDOT program goals.
Prepare monitor maintain and oversee budget including salaries supplies stipends and equipment.
Create initiate and evaluate weekly monthly quarterly and yearly reports relate to IDOT and Lake Land College.
Coordinate industry involvement through two dedicated HCCTP workforce advisory committee meetings per fiscal year.
Serve as job skills trainer advising student trainees of appropriate workplace ethics and skills.
Conduct individual meetings with student trainees to provide program information and feedback on job search.
Conduct mock job interviews and post mock interview evaluation for all student trainees.
Track equipment and tool inventory submitting reports timely to IDOT.
Responsibility for all program and curriculum development implementation management and assessment.
Recruit select manage hire train direct evaluate and supervise part-time staff within the program.
Responsible for student trainee case management selection to the program tracking during and following completion of the program.
Responsible for all data entry for student trainee with IDOT and Lake Land College.
Other duties as assigned.
 Specific Functional Job Requirements
Education Requirements:

Associate's degree required plus 7 years experience.
Experience Requirements:

Experience in the construction employment sector; experience working with budgets and reporting and experience working with diverse student groups.
Knowledge:

Management abilities including excellent interpersonal, organizational, oral and written communication skill; computer software skills; team and relationship building; problem solving skills. Understanding of socioeconomic barriers to education and the workforce.
Skills:

Personal Requirements:

Organized and attentive to detail; the ability to work independently without direction; ability to communicate well with diverse populations; project a professional image.
