Description

STV is seeking a creative, highly talented Senior Transportation Planner as our National State/Federal Grant Lead for employment (preferably) in the New York, NY; Philadelphia, PA, Washington, DC; Baltimore, MD, or Fairfax, VA offices. The location could be adaptable to the whereabouts of STV offices.

In this role, you will be responsible for managing the National Infrastructure's grant support for our clients. In addition, this position gives you the opportunity to engage in a variety of other infrastructure planning technical practice areas that may include long-range planning, transit planning, environmental assessment (NEPA), process improvements, multimodal planning, sustainability, economics, etc. As an integral leader on our team, you will play a critical role in managing and growing our grant program. There is the potential for this position to either be or become a supervisor.

The responsibilities of this position include, but are not limited to:

Planning and implementing clients' grant development programs, including grant application strategy, grant writing, grant submission, financial administration, and research and advising of grant funding opportunities.

Understanding of and ability to interpret and synthesize state and federal transportation funds, grants, and prioritization processes.

Preparation of briefing materials for key transportation legislation and rulemaking at the Federal and State levels.

Be a visible leader and trusted advisor to clients by promoting STV's values both internally and externally.

Gather data and conduct analysis of data for use in prioritization assessments, evaluation frameworks, and for decision-making structures.

Preparation of planning deliverables, including high-quality graphics, reports, and web-based products.

Potentially supervising staff and organizing and monitoring work processes.

Managing, developing, and collaborating with project teams in the preparation of transportation plans, which may include feasibility studies, corridor studies, long-range transportation plans, small area plans, NEPA documents/studies, transit, and other transportation plans.

Serve as lead to the project team may include assigning and monitoring work progress, mentoring colleagues, and quality assurance reviews of completed work by project team members.

Conducting meetings and presentations with stakeholders.

Work with the local area Business Line Leader and Senior Management on the development and execution of significant project pursuits and delivery.

Establish relationships with both external and internal clients and customers, including industry associations and other potential consultant team members and contractors.

Reviewing and compiling existing secondary sources of planning information; providing summaries and briefing documents for leadership.

Help project teams to integrate the work of planners and engineers into a coherent framework for decision-making.

Minimum Requirements

Bachelor's Degree in Planning, Urban Studies, Engineering, Economics or a related field or demonstrated equivalency of experience and/or education.

8 + years of experience in transportation planning.

Strong command of other MS Office applications (Word, PowerPoint).

Grant writing expertise for government, public utility and non-profit entities.

Preferred Qualifications

Master's degree in Planning, Urban Studies, Engineering, Economics, or a related field.

Experience and knowledge of state and federal transportation funding and grant programs.

Familiarity with USDOT, FTA, FRA, FHWA, and other federal, state and local as well as non-profit competitive grant programs.

Demonstration of effective leadership skills as a project manager, key task leader, or deputy project manager in a significant transportation planning project or program.
