The primary purpose of this position is to serve as the Manpower & Organization data analytics expert on a wide range of highly complex initiatives and projects focused on the development of cutting-edge tools and products to easily access, store, analyze, and exchange complex, high-quality data. Responsibilities Provides the development and implementation of data solutions. Develops detailed plans, designs, develops and implements data applications, models and principles for data use and analysis in direct support of AMC Manpower & Organization missions and programs. Leverages latest data tools in data sourcing. As the subject matter expert, defines data requirements and integration of technologies to collect, extract, manufacture and convert data from customary and non-traditional sources. Studies the structure and/or functions of organizations with interrelated work processes and functions and accurately advises or proposes solutions to improve processes and maximize mission accomplishment and resources utilization. Resolves complicated substantive problems affecting programs and requirements, and proposes new process flows, organizational structures, realignment of functions, and/or staffing levels to improve efficiency. Designs, plans, and facilitates manpower assessments, management surveys, and research projects, providing advisory services of a wide variety on substantive issues with extensive scope, complexity, and impact, assessing the overall effectiveness of program operations. Actively participates in reviews and studies to determine the most efficient and cost-effective means of accomplishment. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge of a wide range of qualitative and quantitative methods for the assessment and improvement of critical manpower plans and programs; including management, planning, and measurement concepts, principles, practices, and methodologies. Expert knowledge of pertinent laws, regulations, policies, precedents, budget and mission priorities, and related support resources which affect the manpower program and the functions under study. In-depth understanding of the technical capabilities of systems, programs, and software to recommend/determine which will meet requirements for various manpower studies. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of DoD and agency management engineering principles, concepts, and methodologies including the manpower determinant development and requirements process, financial management directives, manpower and organizational concepts, procedures, guidance, and policy. 2. Knowledge of DoD/AF policies, procedures for developing the POM; Budget Estimate Submission (BES) and Presidents Budget (PB), organizational structures, and mission areas. 3. Skill to develop and utilize appropriate data collection tools and techniques; design, build and use models, tools, and simulation techniques. 4. Skill in applying analytical and evaluative tools and techniques to gather, assemble, analyze, identify changes and trends, draw conclusions, and devise innovative solutions to management problems. 5. Skill in leading/conducting study teams in reviewing, analyzing, and assessing manpower program operations to include identifying deficiencies; measuring compliance, consistency, and effectiveness; and making recommendations to enhance mission effectiveness; originate new ideas, techniques, methodologies, and tools to execute projects and/or studies within established time constraints. 6. Skill to communicate both orally and in writing and to establish and maintain effective/positive working relationships. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
