Summary THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a SUPPLY MANAGEMENT SPECIALIST (TITLE 5), Position Description Number T578000 and is part of the IL DOL, National Guard. Responsibilities As a SUPPLY MANAGEMENT SPECIALIST (TITLE 5), GS-2003-11, you will develop command logistics guidance and support plans for federal and state missions. Formulate and implement the comprehensive logistics support plans, policies and logistics operations support, based on logistics data and requirements obtained from the STARC staff, units, USPFO, NGB and other organizations. Develop, coordinate and implement policies, procedures and requirements for unit deployment, inter-service support agreements as approved by the USPFO, emergency support for civil authorities, training exercises support and environmental compliance. Initiate equipment redistribution guidance. Responsible for operation of the logistics operations center to support STARC Emergency Operations Center for Federal and State missions. Develop, staff and implement logistics plans for material fielding, mission support and mobilization. Develop the Equipment on Hand policy that directs the supply and services officer (DOL) to initiate equipment redistribution actions within the command. This is NOT an all-inclusive list. Requirements Conditions of Employment Federal employment suitability as determined by a background investigation. May be required to successfully complete a probationary period. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day. This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG. Participation in direct deposit is mandatory. Recruitment and relocation incentives may be available for this position. Qualifications GENERAL EXPERIENCE: MUST possess experience, education, or training which has provided the applicant with a general knowledge of one or more aspects of the supply field; experience using computer and automation systems. One year of specialized experience equivalent to the lower grade level in the Federal service in order to be considered for this position. SPECIALIZED EXPERIENCE: GS-11 Level MUST possess at least 1-year specialized experience equivalent to at least the next lower grade; experience supervising and/or managing supply personnel and a variety of supply functions; knowledge on the entire inventory management supply system; experience coordinating with other organizations on complex and controversial supply issues; experience providing advice and guidance on supply regulations to upper levels of management regarding supply functions. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
