Koniag Professional Services , a Koniag Government Services company , is seeking an Organization Change Management PMP III to support KPS and our government customer at Scott AFB, Chicago, IL.

A DoD Command is pursuing procurement of an Organizational Change Management (OCM) support contract to focus on the people side of change resulting from implementation of the Enterprise Planning Resource (ERP). The contactor will work with the Command’s Organizational Change Management Branch. This branch has the responsibility to align OCM activities and communications with Command’s priorities and attain buy-in needed to support cost, schedule, and performance goals.

The Program Management Professional (PMP) will be responsible for leading the complex program supporting all aspects of the organization change management activities, business management, building relationships across the Command and establish the program cadence, meeting deliverable timetables and ensuring timelines, and managing quality and risk management are met. This position provides oversight of multiple projects on this very large-scale project. This individual should have significant experience and be expected to contribute strategic insights, oversee complex stakeholder relationships, and ensure alignment with the highest organizational goals.

Essential Functions, Responsibilities & Duties may include, but are not limited to:

Strategic Leadership:

+ Develop and articulate a clear vision for the Organization Change Management (OCM) IT Program, aligning with the federal government agency’s strategic objectives.

+ Drive the overall program strategy, managing multiple related projects and ensuring alignment across initiatives.

Program Management:

+ Oversee an extensive portfolio of projects within the OCM program, ensuring a consistent and cohesive approach to change management and system integration.

+ Lead program review and strategy meetings to discuss project impediments, needed resources, and timelines for deliverables.

Senior Stakeholder Management:

+ Engage with and report to senior-level stakeholders, including agency executives, to ensure sponsorship and alignment of project objectives with agency goals.

+ Advocate for project resources, support, and direction directly from high-level governance bodies within the federal agency.

Risk Management and Decision Making:

+ Conduct high-level risk analysis and management, developing strategies to address systemic risks and issues that transcend individual project streams.

+ Make key decisions regarding project direction, prioritization, and resource reallocation, addressing complex challenges that impact the program’s success.

Budget Oversight and Fiscal Management:

+ Exercise fiscal control over the program’s multiple project budgets, ensuring they align with agency financial objectives and constraints.

+ Approve large-scale project budgets and oversee procurement processes in collaboration with federal contracting officers.

Policy and Compliance:

+ Ensure that the OCM IT program complies with all federal directives, policy mandates, and legal requirements, particularly regarding data protection, privacy, and security.

+ Spearhead the creation and revision of policies and standards to ensure the program’s adherence to updated regulatory requirements.

Organizational Change Leadership:

+ Support and guide organizational change management team and initiatives to prepare the agency for the transition to new OCM systems, ensuring smooth adoption and minimal disruption.

+ Build agency-wide consensus and drive the OCM program forward amidst bureaucratic and operational challenges.

Integration and Systems Thinking:

+ Champion integration efforts across various IT systems and sub-programs, ensuring the OCM operates effectively within the agency’s broader tech landscape.

+ Promote systems thinking among the project teams to ensure that the OCM implementation considers the interconnectivity of all agency systems and operations.

Communication and Reporting:

+ Guide the team creating high-level communication plans to inform and engage stakeholder’s agency-wide, including the creation of executive summaries and briefing materials.

+ Provide regular, structured reporting to executive leadership, governance committees, and federal oversight entities on program progress and strategic direction.

+ Provide regular meetings to support create cross pollination across the project with the OCM team delivering the work.

Quality Assurance and Continuous Improvement:

+ Uphold the highest standards of quality and excellence in project deliverables, conducting strategic reviews, and audits of project outcomes.

+ Drive continuous improvement practices across the project landscape, ensuring the OCM system evolves to meet changing agency requirements and technology advances.

Team Development and Leadership:

+ Lead and mentor the team, fostering a culture of professional development and continuous learning.

+ Establish a professional growth path for project management staff, including training opportunities and competency development planning.

Vendor and Contract Strategic Negotiations:

+ Oversee complex negotiations with technology vendors, sub-contractors, service providers, ensuring contracts deliver value and are strategically advantageous.

+ Manage the engagement with sub-contractors at a strategic level to ensure long-term partnerships and alignment with project and program goals.

Expert Advisory and Influencing:

+ Serve as a key expert advisor on project management and client leadership, influencing strategic decisions and advocating for program needs.

+ Facilitate decision-making processes with other department heads and external partners to advance the program’s objectives.

Program Evolution and Scalability:

+ Plan for the long-term evolution of the OCM system, including scalability, futureproofing, and integration with emerging technologies.

+ Evaluate potential for expanding the OCM support in the IT program to integrate with OCM initiatives.

Crisis Management and Contingency Planning:

+ Develop and oversee program-level contingency planning, ensuring preparedness for unforeseen disruptions or crises that could impact the project portfolio.

+ Step in to navigate and resolve high-stakes issues that may arise, positioning the project for a successful recovery.

+ A Level 3 Project Manager in this context would be a highly skilled and influential leader, capable of navigating a complex organizational structure and leading large, high-stake initiatives.

+ They must exercise exceptional judgment, political acumen, and possess a deep understanding of the federal agency’s mission, as well as the intricacies of managing large-scale IT projects within the government sector.

Education:

+ Bachelor’s degree (Masters preferred) in Business, Information Technology

+ PMP Certified with Level 3 experience.

Work Experience, Knowledge, Skills & Abilities:

+ 10+ years of consulting experience leading complex IT implementation programs in the commercial and/or federal government

+ Excellent communication and leadership skills

+ Understanding of Organization Change Management

+ Excellent Team Builder

+ Understanding of the DoD

+ Must be U.S. citizen and be able to obtain a National Agency Check with inquiries (NACI) clearance.

Office Location and Travel:

+ Must be willing to travel periodically.
