POSITION SUMMARY
The Payroll Specialist is responsible for the accurate preparation, documentation, and timely distribution of the College's bi-weekly payroll via the payroll system. Reviews the computation of pay; responds to and resolves inquiries regarding paychecks; prepares statistical reports on employee pay, taxes, withholdings, etc. Possesses an understanding of the College's payroll system to accurately pay employees in compliance with College policies, union contracts, federal and state laws and regulations such as the Internal Revenue Service (IRS) rules and regulations and the Fair Labor Standards Act (FLSA). Works closely with the Human Resources Department to ensure efficient processing and accuracy of data.

ESSENTIAL JOB DUTIES AND KEY RESPONSIBILITIES
1. Maintain payroll information and perform the collection, calculation, and entering of data in the payroll system.
2. Maintain the integration of the college's timeclock system (Timeclock Plus) into the college's Payroll/ERP system, Workday.
3. Process the college's bi-weekly payroll and maintain related accounting records.
4. Prepare and reconcile the quarterly and annual close-out reports; assists with the preparation of all federal and state payroll tax reports, including quarterly tax returns and year-end W-2 reporting.
5. Review all payroll data for consistency and accuracy (e.g.: times reporting, retroactive pay calculations, etc.). Ensure compliance with wage and hour, including FLSA, DOL, IDOL and state/federal record retention requirements.
6. Collaborate cross-functionally with Human Resources department for new hire processes, terminations, pay changes, and leaves of absence.
7. Maintain an accounting of payroll remittances as it relates to accurate payroll deductions.
8. Prepare, balance, and ensure the timely disposition of withholdings, such as Federal and State taxes, deductions for benefits, retirement contributions, other savings, etc. Exercise established controls to safeguard checks and college funds. Safeguard and ensure that the confidentiality of all payroll records is maintained.
9. Assist with the administration of State Universities Retirement System and other retirement related payroll issues.
10. Participate in cross-functional teams to identify and test business processes and workflow within ERP system. Develop employee communication, training materials and web/portal content.
11. Provide assistance during the college's year-end closing process and annual audits.
12. Act as back-up for Payroll Manager in their absence.
13. Perform other related duties as assigned.

MINIMUM QUALIFICATIONS
1. An Associate's Degree in Human Resources, Accounting, Finance, or related field. In lieu of an associate's degree, a high school diploma/equivalent with 5+ years of experience may be considered depending on qualifications and related experience.
2. Experience in business office-related operations.
3. Knowledge and understanding of State/Federal employment and tax laws related to payroll.
4. Proficiency with Microsoft Office.
5. Excellent organizational, interpersonal, and analytical skills.
