Job Description

J.A. Watts, Inc., in Chicago, IL, seeks a Senior Project Manager to perform the following duties:

  • Represent company in project meetings and attend strategy meetings
  • Serve as a single point of service for all public utility entities, private utility companies, designers and construction managers (CMs)
  • Responsible for high level planning and programming analysis work including preparation of technical documents, testing plans, and proposals
  • Review and comment on monthly invoices from private utility companies to validate supervised work is completed
  • Assist in planning and sequencing of projects and electrical utility segments based on the Chicago Department of Aviation’s (CDA) overall master schedule for design and construction
  • Provide oversight and ensure compliance with all utility master plans
  • Review project plans and proposals and suggest updates or maintain changes as needed
  • Facilitate coordination and implementation for each public and private utility during design and construction for projects that are beyond the scope of the CMs and General Contractors (GCs)
  • Organize and conduct coordination meetings for each utility
  • Assist CDA staff with ensuring project compliance with local permitting processes
  • Maintain project integrity and reputation through compliance with state and federal regulations
  • Guide and advise designers regarding service connections and sizing
  • Recommend utility phasing and sequencing, as well as temporary facilities in consideration with airport reqs
  • Approve and oversee construction layout, calculate and verify engineering calculations, inspect construction work and conduct field tests;
  • Manage overall quality control and regularly report on the timeline and status
  • Serve as liaison between private utility companies and CDA staff on related issues
  • Communicate details of electrical and communication infrastructure reqs and service needs to utility companies and others in partnership with utility lead and the CDA Manager
  • Evaluate and review costs associated with private utility company design proposals and invoices
  • Oversee technical aspects of the program, including contract submission, design, testing, data collection and analysis
  • Provide technical and CADD support to utility leads across the airport
  • Track all private utility company projects from design through construction completion
  • Manage adherence and utilization of the JWI Playbook in delivering all projects
  • Act as the primary interface with the client and lead the project team through the entire project process
  • Establish and implement project objectives, policies, procedures, roles and reporting structure, and performance standards
  • Collaborate with clients, sub-consultants, and contractors to define work procedures and resolve complaints and construction problems
  • Strategize on opportunities for business development with existing and new clients
  • Ensure effective communication is always maintained within the team structure and Senior Management;
  • Complete weekly and monthly reports concerning work progress, costs, and scheduling
  • Produce project schedule and coordinate schedule updates
  • Manage all financial aspects of project contract(s), including labor, expenses, and staffing projections
  • Foster and maintain a positive working relationship with clients
  • Create and oversee project budgets, manage project forecasts, schedules and expenses; anticipate potential changes to budget, schedule, and expense
  • Responsible for interviewing, recommending, and negotiating contractual service agreements
  • Prepare, negotiate, and authorize revisions, changes, and additions to contractual agreements with architects, consultants, clients, suppliers, and subcontractors
  • Manage project staff and jobsite construction activities
  • Investigate potential situations and implement corrective measures as necessary; develop contingency plans to mitigate risk
  • Provide guidance, oversight, coaching, and mentoring to other project staff
  • Responsible for ensuring that project deliverables are on time, within budget, and at the required level of quality
  • Prepare and monitor punch list items; manage the close out process to completion
  • Produce and review design plans, specifications, and cost estimates
  • Assist with succession planning, team training, employee reviews and development, talent acquisition (including interviews) and support the Human Resources function for department
  • Ensure the timely submission, review and approval of timesheets and expense reports

Job is based out of J.A. Watts, Inc.’s Chicago aviation office, located at 8550 W. Bryn Mawr Avenue, Chicago, IL 60631, with up to 100% domestic travel required.

Minimum requirements: Bachelor’s degree in Electrical Engineering or a closely related field plus 5 years of progressively responsible project management experience in engineering, construction management, or program management within the aviation industry. Experience must have included the following:

  • 3 years of experience leading and mentoring a team.
  • 3 years of experience working with teams on multi-million dollar aviation or airport contracts.
  • 3 years of experience providing project estimates and managing contract budgets.
