About the Position: The incumbent will be responsible for a full range of programs and policy actions involving the Transportation Working Capital Fund (TWCF) and, Appropriated Funds (APF)Defense Travel System (DTS), Government Travel Charge Card (GTCC), fiscal policy, civilian payroll, financial audit and other programs. Responsibilities Supervise civilian personnel ranging from GS-07 through GS-13. Ensure timely completion of work and adherence to quality standards. Conduct candidate interviews and recommends appointments, promotions, or reassignments. Resolve employee complaints and refers serious grievances to Division Chief. Oversee Occupational Safety and Health Program responsibilities. Coordinate with legal office on fiscal policy matters. Assess impact of fiscal policy decisions on mission. Ensure compliance with fiscal directives from DOD, DA, AMC, and USTRANSCOM. Develops written views on fiscal policy issues. Evaluate operational effectiveness and compliance with standards. Resolve employee complaints and refers serious grievances to Division Chief. Identify training needs and provide or arrange training accordingly. Manage subordinate positions to optimize efficiency and effectiveness. Specialized Experience: One year of specialized experience which includes: (1) Directing, leading and/or supervising the daily operations of financial programs within the agency; (2) Formulating and/or updating program policies, procedures, and guidelines to ensure effective and efficient program implementation; (3) Preparing comprehensive financial reports to provide insights for decision-making and resource allocation; (4) Interpreting financial regulations, policies, and procedures to ensure compliance with applicable laws and regulations governing financial programs; and (5) Providing guidance and support to program staff on financial management best practices. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). You will be evaluated on the basis of your level of competency in the following areas: Financial Management Human Resources Management Leadership Risk Management Strategic Thinking Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13). Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone—no substitution of education for experience is permitted. Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
