Summary This position is located in the Railroad Retirement Board’s Disability Benefits Division. The incumbent will be responsible for developing, analyzing and evaluating various records in connection with applications for disability benefits. This job announcement may be used to fill one or more vacancies. Part-Time 20 hours – Temporary NTE 1 year/1040 hours. This is a bargaining unit position. This position is represented by the Council of AFGE Locals in the Board. Responsibilities As a RR Retirement Claims Examiner (Disability) for the RRB, you will: Develop, analyze and evaluate reports of physical/mental/psychological examinations and clinical tests, medical treatment, hospitalization, employment, education, daily activities, vocational/work experience, and rehabilitation in connection with applications for disability benefits under the Railroad Retirement Act (RRA) and for periods of disability under the Social Security Act (SSA). Make single and joint disability freeze determinations in accordance with SSA statutes and disability concepts. Review and approve or disapprove disability and freeze determinations made by other examiners. Perform continuing disability reviews to determine a claimant’s current physical or mental condition compared with the last favorable decision for possible improvement and his/her ability to engage in substantial gainful activity. Release cases for further processing or payment on claimants rated disabled. Request additional, supplementary or new medical examinations (and obligates funds for same on FMIS) through the medical contractor. Respond, by telephone, electronic media or in writing to telephone and written inquiries from claimants, field offices, the Social Security Administration, attorneys, family members, Congressional offices, and other interested parties regarding the disability program and/or specific claims. Serve as technical specialist to other examiners to promote consistent and equitable decisions. Requirements Conditions of Employment Qualifications One year of specialized experience equivalent to the GS-11 level or higher in the Federal service. Specialized experience is experience in the development, examination, investigation, adjudication, or authorization of claims for disability retirement, disability and death compensation under the Railroad Retirement Act (RRA) and Social Security Act (SSA), or administrative or other experience in the analysis development or review of a disability and death compensation program, or a disability retirement program under the RRA and SSA. Only experience obtained by the closing date of this announcement will be considered. Time-in grade-restrictions: Applicants who are current or former Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements (52 weeks at the next lower grade level). Education There is no education substitution for this position. Additional Information INTERAGENCY CAREER TRANSITION ASSISTANCE PLAN (ICTAP): ICTAP provides eligible displaced Federal competitive service employees with selection priority for competitive service vacancies. You must be determined to be well-qualified for the vacancy to be eligible for special selection priority. After submission of an acceptable application which meets ICTAP eligibility, you will be determined to be well-qualified for a vacancy if your rating places you in the 85th percentile or higher in total possible points. ICTAP eligibles must submit proof of eligibility for special selection priority, such as: a separation notice; an agency certification that you cannot be placed after injury compensation has been terminated; an OPM notification that your disability annuity has been terminated; or a Military Department or National Guard Bureau notification that you are retired under 5 U.S.C. 8337(h) or 8456. You must also submit a “Notice of Personnel Action” (SF-50) notating your current position, grade level, and duty location, and a copy of your most recent Performance Rating.
