About the Position

This advanced accountant position is responsible for performing professional accounting work focused on the administration of federal and state workforce grants. The advanced accountant will review reports, support grant managers and serve as a subject matter expert regarding the fiscal administration of federal and state grants. A primary focus of this position is to organize, plan and conduct fiscal monitoring reviews of the Illinois Department of Commerce and Economic Opportunity (DCEO) grantees that administer workforce programs. The position will responsible for supporting DCEO’s Office of Employment and Training’s oversite of grants funded by the federal Workforce Innovation and Opportunity Act (WIOA) and other sources. The ideal candidate will have the ability to work independently and/or in teams to provide technical assistance and coordinate formal compliance monitoring. Job Responsibilities

1. Performs professional accounting work, organizes, plans, and conducts the fiscal reviews through on-site fiscal monitoring of the WIA grantees and sub-grantees.

2. Organizes, oversees, and functions as a technical expert for routine fiscal and program monitoring.

3. Prepares detailed reports, which summarize the results of grantee agency fiscal monitoring.

4. Provides extensive and comprehensive on-site training and technical assistance through structured workshops or individualized consultation and WIA grantees in fiscal management.

5. Utilizes detailed monitoring tools to conduct fiscal monitoring.

6. Provides information and training to the Office’s programmatic staff regarding specific financial aspects of grantee agency operations.

7. Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

1. Requires knowledge, skill, and mental development equivalent to the completion of four years of college, with courses in business administration and accounting.

2. Requires two years of professional experience in accounting, external auditing, budgetary planning and control or public accounting.

Preferred Qualifications

1. Prefers at least 3 years of experience applying accounting and auditing theory, principles, methods and procedures  fiscal review and monitoring.

2. Prefers at least 3 years of experience applying laws, rules and regulations relating to state or non-state accounting or auditing procedures.

3. Prefers at least 3 years of experience applying office methods, procedures, standard office accounting systems, databases and tools.

4. Prefers at least 3 year of experience in monitoring grants to determine violations and noncompliance with the law and to detect and explain significant irregularities.

5. Prefers at least 3 years of experience in reviewing grant report to determine compliance with the fiscal terms and conditions of grant awards.

Conditions of Employment

1. Requires appropriate, valid driver’s license.

2. Requires ability to travel in the performance of duties, with overnight stays as appropriate.

3. Requires completion of a background check and self-disclosure of criminal history.
