Position Overview

The Illinois Department of Children and Family Services is seeking an organized, professional, and results oriented individual to serve as Transactions Supervisor.  Under administrative direction, this position will manage and supervise personnel transactions activities for assigned staff and coordinate highly confidential personnel matters with the Personnel Manager and appropriate management staff within the Department.  The position will provide oversight of full-scale onboarding of staff from beginning to end of the process and supervise subordinate staff.  The position will also monitor agency practice to ensure compliance with personnel procedures, coordinate personnel efforts with the Payroll Office, and review requests to fill vacancies.  This position provides a great opportunity for an organized, detail-oriented person who is interested in using their human resources skills to ensure the Department’s personnel activities are performed in an efficient, effective manner.  DCFS offers a competitive compensation plan, excellent benefits, and a pension program.  The ideal candidate for this position will have excellent organizational skills and strong leadership skills.  We invite you to join our innovative team to help make a positive difference in the lives of the children and families of Illinois.

Job Responsibilities

1. Serves as Transactions Supervisor in the Chicago Office of Employee Services

2. Provides direct supervision of full-scale onboarding of staff from beginning to end of the process

3. Serves as full line supervisor

4. Explains and interprets governing rules, regulations, bargaining provisions, and procedures

5. Reviews requests to fill vacancies and advises the requesting parties of any issues or concerns

6. Develops and conducts training for new Transactions staff

7. Conducts a variety of special projects, many of which are of a sensitive, confidential nature

8. Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above

Minimum Qualifications

1. Requires knowledge, skill, and mental development equivalent to completion of four years of college

2. Requires three years of progressively responsible experience in a public or private organization in the field of human resources

Preferred Qualifications

1. 3 years of professional experience managing or conducting personnel transactions in a public or business organization

2. 3 years of professional experience overseeing the implementation and application of human resources policies and procedures in a public or business organization

3. 3 years of professional experience in the interpretation and implementation of collective bargaining agreements in a public or business organization

4. 3 years of experience supervising professional human resources staff

5. Completion of a bachelor’s degree in human resource management, a human services field, business administration, or a business-related field
