Metra is one of the largest and most complex commuter rail systems in North America, serving Cook, DuPage, Will, Lake, Kane, and McHenry Counties. The agency is linking communities in Northeastern Illinois by providing safe, reliable, and efficient commuter service.
Transportation is responsible for providing safe, efficient and dependable transportation to commuters on all Metra-operated lines: Milwaukee North and West, Rock Island, Metra Electric, SouthWest Service, North Central Service and Heritage Corridor and those lines operating under purchase of service agreements: BNSF and Union Pacific. In addition to all employees directly involved in providing train service, the Transportation Department also oversees the Dispatching Office and Crew Management Center.
Reporting to the Chief Transportation Officer, Sr Director of Transportation is responsible for the leadership, oversight, and execution of all transportation rail operations and purchase service agreements (PSAs) with host rail carriers; working cross functionally with other departments to successfully deliver on the agency's business plans while implementing processes and strategies in support of short- and long-term objectives; and regulatory compliance to ensure the department operates within the scope of the Federal Railroad Administration (FRA) and other regulatory agencies.
The primary duties include: Lead a team of directors, managers, and professionals in the day-to-day operations of the department; focus on communication and collaboration to identify and resolve problems; evaluate work performance; and encourage learning, growth, and career development. Responsible for forecasting future operational needs; monitoring key performance indicators (KPIs) to achieve key operational goals; review opportunities for improvement; and direct and promote change. Oversee track performance of host railroads; ensure compliance with PSA provisions; audit of conductor fare reporting; and the processes in place for significant service disruptions and recoveries. Provide guidance on safety regulations; ensure Hours-of-Service regulations, remittance policies, procedures, and rules are followed; and recommend improvements to processes. Oversee the department' s operational testing program; and participate on various committees and teams that conduct testing and collect employee feedback. This position controls an Operating Budget in excess $150 Million. Approve time off, coordinate staff schedules, fill vacancies as necessary, and ensure compliance with departmental and company policies and objectives. Decide/implement staffing decisions, performance evaluations, and performance improvement, disciplinary, and/or termination procedures. Make recommendations regarding hiring, performance evaluations, disciplinary and/or termination procedures. Promote safe work practices and maintain and foster a safe work environment. Responsible for the safety objectives, goals, and program of the organization ensuring compliance with applicable safety rules and regulations. This position is subject to random drug and/or alcohol testing. Perform other related duties as assigned to meet the ongoing needs of the organization.
Final salary will be determined in part by the qualifications of the selected candidate.

Bachelor's degree in transportation, business or public administration or related field, or in lieu of a specified degree, any combination of education and experience that equals four (4) years in transportation or rail operations management.
In addition to #1, ten (10) years of progressively responsible experience in transportation or rail operations management of which five (5) years must be in a railroad environment.
Five (5) years of supervisory experience that includes day-to-day employee management, assigning tasks, providing guidance and training, monitoring performance, conflict management, budgeting, hiring discipline and/or termination of union or nonunion employees.
Working knowledge of North America's Rail Network with in-depth understanding of Class 1, regional, and short-line rail carriers.
