Summary The Supervisory Social Worker has significant personnel management responsibilities for professional and non-professional staff, including support staff and professional staff at the GS-12 grade level and below. The incumbent is responsible for the professional and administrative management of several programs within the Geriatrics & Extended Care (GEC) Service, including Adult Day Health Care (ADHC), Community Nursing Home (CNH), and Medical Foster Home (MFH). Responsibilities The incumbent provides some direct clinical services with major program coordination responsibilities. The incumbent must be licensed at the advanced practice level and must be able to provide supervision for subordinate staff to qualify for licensure. The incumbent is a key member of the Geriatrics & Extended Care (GEC) leadership team and an active participant in VISN level committees and huddles. The incumbent assumes the supervisory and administrative responsibility for the management of the assigned social workers and programs under GEC. As the supervisor, the incumbent assists in planning, establishing, and implementing policies and procedures; developing individual or group goals and objectives as well as monitoring, operating, evaluating, coordinating, and overseeing the staff (social workers, nurses, and program support) of the assigned programs. The incumbent will assure that Social Worker supervisees are aware of, adhere to all current directives of VHA, and meet current JCAHO standards, State licensure standards, and VA Office of the Inspector General (OIG) expectations, and others. The incumbent will conduct ongoing intensive reviews and appraisals to ensure the accomplishment of objectives and adherence to quality standards set by governing bodies. Effectively function as part of an interdisciplinary team including physicians, nurses, administrative experts, and others. Preferred: Candidates have previous work experience with Adult Day Health Care, Community Nursing Home, and/or Respite Care Program. Qualifications Basic Requirements: The basic requirements for employment as a VHA social worker are prescribed by statute in 38 U.S.C. 7402(b)(9), as amended by section 205 of Public Law 106-419, enacted November 1, 2000. To qualify for appointment as a social worker in VHA, all applicants must meet the following: Citizenship. Be a citizen of the United States. (Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with chapter 3, section A, paragraph 3g this part). English Language Proficiency. Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. 7403(f). Education. Have a master’s degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master’s degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a Master of Social Work. Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master’s degree level. (License Required) Grade Determinations: In addition to the basic requirements for employment, the following criteria must be met when determining the grade of candidates. Experience/Education. One year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Candidate may have certification or other post-master’s degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. (Transcript Required) Licensure/Certification. Individuals assigned as supervisory social workers must be licensed or certified at the advanced practice level and must be able to provide supervision for licensure. (License Required) Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, candidates must demonstrate all of the following KSAs: (a) Ability to independently organize work, set priorities, and meet multiple deadlines. (b) Skill in a range of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement. © Ability to ensure provision of clinical social work services by supervised social workers. (d) Ability to delegate authority, manage priorities, coordinate work, and follow up on pending issues to complete duties in an accurate and timely fashion. (e) Ability to analyze organizational and operational problems, develop and implement solutions that result in efficient operations, and use data effectively to manage workload, quality, performance, and productivity within the service. (f) Ability to provide staff training and development. Assignment. For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity (difficulty), and variety and be performed by the incumbent at least 25% of the time. Supervisory social workers at the GS-13 grade level typically supervise professional and non-professional staff. They are responsible for the professional and administrative management of an area in a social work service, in a care/product line, or across multiple sites, (e.g., multi-division facilities and CBOCs).
