Summary The Pharmacy Supervisor (Outpatient), located in Pharmacy Service is fully responsible for the daily professional and administrative operation of all pharmacy programs in the VA Chicago Health Care System’s highly diverse teaching and research medicine hospital. The Pharmacy Supervisor (Outpatient) establishes controls and evaluates the effectiveness of personnel, equipment, ongoing pharmacy programs, and shares in the development of new programs. Responsibilities CLINICAL: Provides the framework, philosophy and environment for effective outpatient pharmacy staff participation in clinical activities to include: Identification of any drug induced problems that may be affecting the patient or contributing to the need for therapy. DISTRIBUTIVE: Responsible for the professional, administrative management and supervision of outpatient pharmacists, technicians, and other supportive personnel, in providing a safe, timely, efficient, and cost-effective medication dispensing system. EDUCATION: Identifies and plans for continuing education· and staff development needs of the outpatient pharmacy staff. Provides the environment, resources, and motivation for the participation of pharmacy personnel in providing drug information to the hospital staff and other facilities as deemed responsible for maintaining his/her professional competency by keeping up with information on new drugs, new drug therapies, innovations in pharmacy practice, .and to integrate this information into daily practice. ADMINISTRATIVE: Responsible for the implementation, revision, and interpretation of Outpatient Pharmacy Service policies and procedures in compliance with JCAHO standards as they relate to the Outpatient Section of Pharmacy Service. Assists in interviewing, evaluating, and selecting new employees according to current Federal laws and VA policies regarding EEO and veterans preference. Assists in developing and maintaining a cooperative working relationship with other departments such that the overall activities and scope of pharmacy services rendered are carried out efficiently. Responsible for any reports or projects deemed appropriate by the Chief of Pharmacy and Associate Chief of Pharmacy, relating to workflow processes and systematic internal reviews of assigned areas. Responsible for identifying factors pertinent to cost, distribution, and utilization of all therapeutic agents related to the outpatient setting. PROGRAM MANAGEMENT: Responsible for the supervision and dispensing functions of all Outpatient activities, distribution of controlled substances, filling of outpatient prescriptions, and outpatient clinic inspections. Assures the proper maintenance and implementation of applicable software, and equipment. Assists in the gathering, coordinating, and reporting of data from various functional areas at the required time and assists in conducting and reporting internal audits as required. Assists in data collection for drug utilization evaluations and participates in quality assurance as appropriate. Actively participates in planning, forecasting, and in administering budgetary and fiscal requirements from outpatient pharmacy perspective. INFORMATION SECURITY AND CONFIDENTIALITY: Manages information security within areas of responsibility to assure that computer system security and confidentiality of sensitive information is maintained, and that employee access to sensitive information is limited only to that which the employee requires to perform their duties. Qualifications Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency: Pharmacists must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d). Education: Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree. OR, Graduate of a foreign pharmacy degree program if you are able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet-Based Test (TOEFL iBT). Licensure: Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. Grade Determinations: Specialized Experience, GS-13: Do you possess at least one (1) year of experience equivalent to the next lower grade level (GS-12) or equivalent, which is directly related to the Pharmacy Supervisor (Outpatient) position? The Pharmacy Supervisor (Outpatient) functions include, but are not limited to: Responsible for the professional, administrative management and supervision of outpatient pharmacists, technicians, and other supportive personnel, in providing a safe, timely, efficient, and cost-effective medication dispensing system; Identifies and plans for continuing education· and staff development needs of the outpatient pharmacy staff; Responsible for the implementation, revision, and interpretation of Outpatient Pharmacy Service policies and procedures in compliance with JCAHO standards as they relate to the Outpatient Section of Pharmacy Service; Supervises and coordinates the daily work in and between the various areas of the Central Pharmacy and evaluates, and documents performance and counsels employees under his/her supervision etc. AND, Demonstrated Knowledge, Skills and Abilities (KSAs): In addition to the specialized experience described above, you must be able to demonstrate all the following KSAs: 1. Ability to effectively supervise subordinate staff. 2. Ability to communicate orally and in writing to persuade and influence clinical and management decisions. 3. Expert understanding of regulatory and quality standards pertaining to pharmacy. 4. Skill in managing people or programs. Preferred Experience: PGY1 Pharmacy Residency/PGY2 Health Systems Pharmacy Administration and Leadership or 2 years of Pharmacy Managerial/Supervisory experience.
