Job Description

Position Overview

The Agency Procurement Office is seeking a candidate for the position of Public Service Administrator (PSA). The Agency Procurement Office oversees all procurement processes to ensure they are legal, transparent, accountable and in the best interest of the State of Illinois. The Procurement Office is responsible for ensuring that the procurements and contractual agreements follow the governing Illinois Procurement Code and the Illinois Criminal Code. The PSA position at the Department of Commerce and Economic Opportunity (DCEO) serves as the contract administrator, a key business professional helping to manage, support and organize the procurement processes for more than 20 departments and bureaus for DCEO. The ideal candidate will be able to help lead and support all DCEO departments, liaisons, vendors and contractors in the procurement and contracting process. Essential Functions

1.  Interprets and reviews descriptions of assigned supplies and services, terms and cost of Small Purchase between $2,000.00 and $20,000.00 to ensure compliance with administrative guidelines, the Illinois Procurement Code and applicable Illinois laws.

2.  Performs extensive liaison and advisory work with the DCEO Budget, Fiscal, and Fiscal Liaisons.

3.  Advises and directs project managers and contractors in the resolution of discrepancies in contract terms and conditions, proposal budgets, statement of work, schedules and contract deliverables.

4.  Assists with and provides technical expertise on procurement procedures to assigned office procurement liaisons with the completion of assigned procurement business cases to ensure timely approval.

5.  Confers and advises the accounting unit on the feasibility and fiscal implications of transactions prior to the commitment of funds.

6.  Performs other duties as required or assigned which are reasonably within the scope of duties enumerated above.

Minimum Qualifications

1.  Requires knowledge, skill and mental development equivalent to completion of four (4) years of college.

2.  Requires three (3) years of progressively responsible administrative experience in a public or business organization.

 

Specialized Skills:

1.  Requires at least 3 years’ experience working in procurement completing procurement and contract processes.

2.  Requires 2 years of recent experience using the BidBuy procurement platform.

3.  Requires 1 year of experience, knowledge and use of ERP SAP procurement platform.

 

Preferred Qualifications

1.  Prefers at least 3 years’ experience working in procurement completing procurement and contract processes.

2.  Prefers 2 years of recent experience using the BidBuy procurement platform.

3.  Prefers 1 year of experience, knowledge and use of ERP SAP procurement platform.

4.  Prefers intermediate level experience with Microsoft Office Suite (Word, Excel, Outlook).
