About the Position: The U.S. Army Contracting Command was established on March 14,2008. The mission of the ACC is to oversee more than $85 billion in contracts annually and focus on maintaining and improving the Army’s ability to respond globally in support of the warfighter’s needs. Responsibilities Serve as Deputy to the Executive Director for the U.S. Army Contracting Command – Rock Island (ACC-RI) to advise on development of contracting/acquisition processes. Develop policy/program guidance for implementation to ensure determinations/decisions concerning acquisition courses of action are consistent with laws and regulations governing administration of contracting and operations for the command. Maintain the overall health of the contracting programs within the organization by monitoring workloads, deadlines, priority programs, and operational trends. Institute corrective actions by recognizing problems and resolving conflicts. Lead a diverse team of acquisition professionals responsible for executing critical Army contracting on a global scale Plan/assign work to be accomplished by subordinate supervisors who guide and control the work. Serve as technical authority in meetings with key personnel at all levels to coordinate ACC-RI operations. OR Exemption: You are exempt from the education requirements above if (A) you are a current DoD employee, in any occupational series, who has served on or before September 30, 2000, as follows: (1) Served as a GS/equivalent-1102 position or contracting officer position with authority to award or administer contracts above the SAT in any Federal agency, OR (2) Served as a military member in a comparable military occupational specialty; OR (B) you are a current member of the armed forces who occupied a position within an occupational specialty similar to the GS-1102 series on or before September 30, 2000. AND In addition to meeting the basic requirement above, to qualify for this position at the GS-15 grade level you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes implementing policies and programs to ensure courses of action are consistent with laws and regulations governing administration of contracting and operations; reviewing status of procurement actions to provide advice on policy matters; assigning work to be accomplished by subordinate personnel who guide and control the work; AND serving in a decision authority role in support of executing critical acquisition programs. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14). Education cannot be substituted for experience. You will be evaluated on the basis of your level of competency in the following areas: Contracting/Procurement Decision Making Leadership Oral Communication Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-14).
