Summary About the Position: Leads a team of Human Resources (HR) Specialists and Assistants in the Army Civilian Career Management Activity (ACCMA) Recruitment Cell (ARC). May be eligible for local commuting area remote work in the future as determined by agency policy. Responsibilities Serve as Lead HR Specialist providing expert advisory and consultative services on complex and controversial issues that impact the Recruitment and Staffing functional area. Communicate the organization’s mission, vision, and values to the team and ensures they are integrated into team goals, objectives, work plans, products, and services. Participate in the work of the team, coaches and facilitates the selection and application of problem-solving techniques or work methods, and assists team in identifying solutions, setting priorities, and organizing to accomplish the work. Serve as coach, facilitator, and negotiator in coordinating team initiatives and in consensus building activities among team members. Distribute team assignments among team members in accordance with workflow, skill level, and specialization. Resolve simple and informal complaints of employees and refers others to supervisor. Establish management controls, implementing instructions, and other guidelines to assist in the effective management of special programs. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience required for GS-13: Specialized experience is defined as experience that is typically in or related to the work of the position to be filled such as: researching and interpreting various civilian human resources Federal laws, regulations, and policies to resolve difficult and/or controversial staffing issues; developing SOPs, training modules and/or guidance materials to ensure civilian staffing programs are being executed properly; identifying operational problem areas and recommending solutions to improve efficiency, accuracy, and/or quality of civilian human resources staffing services. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-12). You will be evaluated on the basis of your level of competency in the following areas: Managing Human Resources Oral Communication Problem Solving Teaching Others Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12). Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone—no substitution of education for experience is permitted. Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct deposit of pay is required. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees.
