About the Position: This position is located at the Rock Island Arsenal Joint Manufacturing and Technology Center (RIA-JMTC). This is a permanent, full-time position. Responsibilities Develops, recommends, coordinates, and implements organization-wide policies and/or programs for the major area of labor relations, grievances and appeals. Assist with change management throughout the organization’s work force and managers; to evaluate progress and results; and to assist with finding common ground and accept controversial proposals. Analyzes activities, projects, and program requirements, coordinating with other divisions, offices and directorates as appropriate. Develops, recommends, and implements projects/programs that shape or improve the structure, effectiveness, efficiency, or productivity of operations, primary missions, goals and objectives. Utilizes qualitative and quantitative analytical methods to study trends and recommend projects and/or changes to processes and procedures to better meet organizational objectives. Represents the organization in meetings, working groups, and committees on project matters, advising on and justifying key organizational proposals. Analyzes program/project manpower and resource requirements. Identifies and evaluates existing or potential problem areas and recommends corrective action or preventive measures. Specialized Experience for Program Analyst, GS-13 position: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled, such as: providing guidance to management officials regarding labor and employee relations policies and implementation; participating in studies to evaluate program effectiveness; identifying problem areas to provide recommendations for program changes; and analyzing policies to ensure organizational compliance with established procedures. You will be evaluated on the basis of your level of competency in the following areas: Oral Communication Planning and Evaluating Problem Solving Workforce Planning Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).If you are a current, Federal employee, you must include your pay plan, series and grade in your work experience(s) on your resume submission and/or upload supporting documentation (within-grade increase SF50) to show that you meet the time-in-grade requirement. As the only multi-purpose and vertically integrated metal manufacturer in the Department of Defense, the center possesses the unique technical expertise and equipment to manufacture products high in quality and sustainability. RIA-JMTC also reaches out to the community by offering machinist apprenticeships and other training programs to qualified applicants. The availability of centralized manufacturing and testing allows production to come full circle, thus minimizing the need to outsource.
