About the Position: The incumbent will serve as the U.S. Army Service Component Command Alternate Antiterrorism (AT) Officer. Administers multiple facets of the AT program to include inspections, surveys, training, equipment, and policy development. Responsibilities Assess the effectiveness of security measures through risk assessments and vulnerability analyses. Develop and implement antiterrorism plans and strategies to protect personnel, facilities, and assets. Conduct threat assessments to identify potential vulnerabilities and risks to the organization. Develop and deliver training programs on antiterrorism measures for employees and contractors. Conduct security briefings and debriefings for personnel traveling to high-risk areas. Evaluate physical security measures and recommend enhancements to deter terrorist attacks. Develop and maintain crisis management plans for responding to incidents. Provide guidance to senior leadership on security policies and procedures related to terrorism threats. Represent the organization in meetings and conferences related to antiterrorism initiatives. Specialized Experience: One year of specialized experience which includes: (1) Developing and/or implementing antiterrorism policies and procedures to safeguard personnel, assets, and infrastructure; (2) Conducting and/reviewing comprehensive security and/or risk assessments to identify vulnerabilities and threats; (3) Developing antiterrorism security plans and protocols to mitigate risks and respond effectively to threats and/or attacks; and (4) Coordinating and/or delivering antiterrorism awareness training programs for personnel at all levels within the organization. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). You will be evaluated on the basis of your level of competency in the following areas: Budget Administration Communications Security Education, Training and Awareness Security Program Management Accountabilities Vulnerabilities Assessment and Management Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11). For this job, you must meet the qualification requirement using experience alone—no substitution of education for experience is permitted. This position has been identified for the Security Professional Education Development (SPeD) Certification Program. This is the Department of Defense (DoD) Security Certification Program directed by DoD Instruction 3305.13. It is approved by the Assistant Secretary of the Army for Manpower and Reserve Affairs for use in the Army via the following memorandum: Memorandum, Assistant Secretary of Army for Manpower and Reserve Affairs, dated 8 September 2015, subject: Security Professional Education Development (SPeD) Certification Program. The SPeD certification is DoD’s initiative to professionalize the security workforce by establishing a common set of competencies for security practitioners that promotes interoperability, facilitates professional development and training, and develops a workforce of certified security professionals. This position requires the incumbent obtain the following core SPeD Certification: Antiterrorism Certification (ATC) within their first two years of employment. This is a Critical Sensitive position requiring the incumbent to obtain and retain a TOP SECRET clearance based on a Tier 5 (T5) investigation with access to Sensitive Compartmented Information (SCI). Flexible hours, rotating hours, and occasional shiftwork may be required. Must maintain AT Level II certification IAW AR 525-13 and appropriate SPeD certifications. Payment of Permanent Change of Station (PCS) costs is not authorized, based on a determination that a PCS move is not in the Government interest.
