Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a BUDGET ANALYST (TITLE 32), Position Description Number D2370000 and is part of the IL USPFO, National Guard. Responsibilities As a BUDGET ANALYST (TITLE 32), GS-0560-11, you will provide management oversight and guidance to the budget formulation and execution process. Major Duties – This is NOT an all-inclusive list: Provide management oversight to the budget process, including planning, programming, budgeting, allocation, and execution of funds. Review annual appropriations and authorization legislation to determine congressional intent. Review and interpret higher headquarters’ orders, guidelines and directives, and policies and precedents to assess impact on organizational programs. Advise supervisors on the appropriate use of discretionary funds consistent with fiscal law. Certify funds and coordinate the receipt of Funding Authorization Documents for state comptroller. Develop, coordinate, and distribute funding allocation targets to division and program manager accounts using automated systems. Produce monthly reports and summary reports on annual funding programs and allotments for these accounts to program managers, senior management, and higher-level authorities. Prepare and monitor budgetary planning and programming timetables for new and modified programs, deployments, and mobilizations for organization. Develop processes and guidance in unique situations without specific guidance. Prepare quarterly resource management reports, monthly analysis of financed orders in relation to forecasting expenses. Provide narrative explanations of causes of variances between actual and budget objectives. Develop supplemental guidance and instructions for operating officials on the preparation and submission of budget estimates and ensure a comparable level of funding to estimates and requests. Review transactions including reservations, obligations, and disbursements based on interpretation of laws, regulations, or policy. Reprogram and mitigate congressional interest program funds based on Program Budget Advisory Committee decisions and changing needs of various organizations. Train organizational personnel in budget and financial management principles, techniques, responsibilities, distribution, and account for federal funds. Make recommendations on obtaining resources and compute budget requirements during mobilizations. Provide technical budgetary advice and assistance to federal and state agencies as requested. Work with Department of Defense components to establish business practices to enhance mission accomplishment. Serve as budgetary primary point of contact for issues relating to the Master Cooperative Agreements. Independently develop and implement guidelines and polices as well as management controls for effective budget execution. Exercise primary oversight of program manager appointments and delegations of authority. Requirements Conditions of Employment This is an excepted service position that requires membership in the Illinois National Guard and in the military grade listed in the announcement. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day. Certification Level 2: THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d. Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program. This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action. This is a Financial Management Level Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program. Participation in direct deposit is mandatory. Recruitment and relocation incentives may be available for this position. Qualifications AREA OF CONSIDERATION: The areas of consideration for this position, Title 32 Excepted Service (32 U.S. Code § 709), will be in the following manner and sequence: The area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG. Military Grades: Enlisted, not to exceed rank of LTC. GENERAL EXPERIENCE: MUST possess experience, education, or training involving skills in applying problem solving techniques; and skills in communicating effectively both orally and in writing; ability to plan and organize work.; competencies in analysis, research, writing, and judgment typically gained through college education or progressively responsible experiences: ability to follow established methods and procedures; use practical knowledge of the operations, procedures, and policies of specific program areas or functional assignment. SPECIALIZED EXPERIENCE: GS-11 Level – MUST possess specialized experience, which includes at least 12 months at the lower-level GS-09, of finance budget competencies that provide knowledge of financial principles and procedures; have an excellent understanding of the basic principles and concepts of the National Guard financial budget business program requirements; experiences and training that demonstrates the abilities to follow directions, to read, retain, and understand a variety of instructions, regulations, policies, and procedures. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
