About the Position: The incumbent will serve as the Financial Management Analyst on the Internal Controls and Compliance team, Programs and Policy Division. They will provide advice and guidance as related to internal controls to ensure compliance with financial management and operations. Responsibilities Conduct continuing high-level analyses of program effectiveness, efficiency, cost effectiveness, and schedule adherence. Recommend corrective actions or resolve issues to the satisfaction of the Director. Advise on difficult financial situations or problems. Perform trend analysis to recommend process changes for program efficiency enhancement. Establish oversight for implementing key audit and internal controls. Serve as an action officer for financial management, focusing on Internal Controls and Audit Compliance. Assist higher level employees in developing, implementing, maintaining, and reviewing financial management controls. Mitigate potential loss due to fraud, waste, abuse, and mismanagement of government resources. Specialized Experience: One year of specialized experience which includes: 1) Interpreting financial data to identify trends, variances, and potential areas for improvement; 2) Preparing and/or presenting financial reports for management, personnel, and government agencies; 3) Providing recommendations and solutions on compliance matters, ensuring adherence to statutory requirements and internal controls; and 4) Providing financial guidance and support to program managers and other personnel. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). You will be evaluated on the basis of your level of competency in the following areas: Communications Compliance Concepts, Policies, and Principles of Accounting Financial Management Analysis Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11). Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone—no substitution of education for experience is permitted. Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct deposit of pay is required. This is a Career Program (CP) 11 – Comptroller position. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees.
