JOB SUMMARY:

NORC at the University of Chicago is hiring a Senior Fellow to join the Education and Child Development (EDC) Department. This position provides strategic education policy and scientific research leadership on education issues related to the Higher Education Act (HEA) and/or Every Student Succeeds Act (ESSA).

Successful candidate will be a nationally recognized leader who has published work on K – post-secondary policy issues. As a member of the department’s leadership, this person will formulate business development strategy, working with colleagues in Chicago and Bethesda to conduct and expand our portfolio of work. For more than 40 years, NORC has been committed to conducting high quality education research. Our department’s research covers the full array of education-relevant populations, from birth across the life course. The scope of our education research methodologies is wide-ranging, as well – including experimental and quasi-experimental designs, formative evaluations, and case studies-all with a focus on culturally responsive and equitable approaches.

RESPONSIBILITIES:

+ Collaborate with the ECD Senior Vice President and Vice Presidents to implement and support a strategy to strengthen and grow the department’s portfolio of work for federal and non-federal clients.

+ Lead/support business development efforts with the federal government, foundations, and other funders with particular emphasis on expanding work focused on education policy.

+ Develop and maintain client relationships with the federal, non-profit, academic, and foundation sectors.

+ Conduct innovative policy analysis or scientific research and development that is aligned with NORC’s mission and informs and guides NORC’s strategies.

+ Provide technical oversight, guidance and research expertise to senior staff and professionals assigned to projects, providing mentoring, advice, and counsel and checking project work at frequent intervals; act as a senior advisor to project teams to meet project schedules and resolve technical problems.

+ Further grow the ECD research team both through the development of current staff and the strategic recruitment of new professionals with additional capabilities.

+ Frequently interact with supervisees, customers, and/or functional peers; frequently interact with senior management.

+ Mentor colleagues and set standards of scientific rigor in the execution of research projects.

+ Organize scientific seminars and other outreach and dissemination activities.

+ Perform other duties as assigned.

REQUIRED SKILLS:

+ PhD or MA/MS in Statistic, Economics, Sociology, Public Policy or related fields (training in an array of social science disciplines will be considered).

+ At least 15 years’ experience in positions of increasing responsibility in education policy evaluation and analysis; extensive publishing experience.

+ Deep subject-matter expert of federal education policy, with expert knowledge of evaluation design and statistical analysis.

+ Recognized as a national leader within the field, either through extensive publication and/or successful public or private leadership roles.

+ Skills required: Strong problem solving, project management, relationship management skills.

+ Abilities required: Ability to work on multiple projects simultaneously and to identify obstacles to productivity and troubleshoot problems, and to provide intellectual leadership.

+ Excellent interpersonal, presentation, and communication skills combined with strong ability to influence and gain collaboration and cooperation.

+ Chicago or DC based preferred.

SALARY AND BENEFITS:

The pay range for this position is $218,000 to $363,000.

This position is classified as regular. Regular staff are eligible for NORC’s comprehensive benefits program. Benefits include, but are not limited to:
