Summary This position is in Region 5, Land, Chemicals and Redevelopment Division, Redevelopment and Program Services Branch, Internal Services Section. About Region 5 This is an office-centered position*—you must physically report to the duty station stated in this announcement on a regular basis. Responsibilities You will: Oversee, develop, and implement the organization’s Records and Information Management (RIM) and document control system. Develop long-range strategic goals and resource projects. Serve as a Contracting Officer Representative (COR) on contracts or task orders needed to implement records management and other specified document control procedures. Serve as a technical expert in Records and Information and Management policies, practices, and processes. You will spend less than 25% of your work time on contracts, grants/cooperative agreements, and/or interagency agreements. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation. All conditions of the pre-employment security process must be met before an official letter of employment can be issued with a report for duty date. You must meet time in grade requirements no later than 30 calendar days after the closing date of this announcement. Qualifications NOTE: You must meet qualification requirements by the closing date of this announcement. To qualify for the GS-13 level, you must have 1 year of full-time specialized experience equivalent to at least the GS-12 level defined as Assisting in implementing policies and procedures for managing records; reviewing and updating the organization’s records management plan; assist contracting representative for contracts or task orders in implementing records management procedures; research and provide technical advice and guidance on records management. Your answers to the online assessment will be used to evaluate your competencies in the following areas: Knowledge of administrative security, information management and records management laws, policies, regulations and precedents Knowledge of electronic records management systems and database applications and requirements. Knowledge of analytical and evaluative techniques, methods and qualitative and quantitative measuring tools to evaluate RIM work operations and recommend improvements. Skill in performing Contracting Officer Representative (COR) duties. Knowledge of records management concepts, practices, policies, and procedures sufficient to develop and manage the organization’s Records and Information Management (RIM) program. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
