Proposal Manager

Chicago, IL (Hybrid)

Patrick Engineering, A RINA company, is seeking a Proposal Manager to facilitate the proposal process (RFP responses) with a variety of clients needing our engineering services in various markets nationwide. This includes task delegation, response editing and submission, as well as verifying compliance with client requests for all proposals.

Primary Responsibilities

  • Attend weekly team meetings to cover general department initiatives and contribute to problem solving strategies.
  • Contribute to the development of tools and processes for increased efficiency.
  • For assigned client pursuits:
    • Analyze client request, develop plan for response (responsibility matrix) and set up response template.
    • Lead meeting to finalize plan with technical staff.
    • Manage, develop, edit, and format content for response. Drive development of win themes/sales messages and the incorporation of said messages into client response.
    • Develop simple graphics to enhance messages.
    • Proofread documents for consistency/grammar.
    • Drive pursuit schedule
    • Ensure response is compliant with all client requests.
    • Delegate pieces of response development to other marketing department members as needed.
    • Coordinate physical production and shipping of materials.
    • Complete post-proposal checklists.
  • Verify that all pursuit materials adhere to Patrick brand standards.
  • Manage development of shortlist presentation materials and rehearsals.
  • Upon request, review other marketing department members' proposals or outlines for compliance with client requests.
  • Other duties as assigned.


Professional Requirements

  • 8+ years' experience working with a professional services/consulting firm.
  • Proficient in Microsoft Office (Word, PowerPoint, Teams) and Adobe Creative Suite (InDesign, Photoshop, Illustrator)
  • Strong leadership skills with the ability to set boundaries and hold others accountable.
  • Ability to analyze information based on relevance.
  • Strong attention to detail with excellent proofreading/editing skills.
  • Good interpersonal skills
  • Superior time management and organizational skills


Additional Preferences

  • 10% travel may be required based upon business needs
  • Familiarity with IDOT standards and Illinois Tollway submissions preferred.
