Job Summary
Supports the Illinois Human Resources (IHR) Service Center, with an emphasis on the background check area by communicating background and misconduct check completions, contacting candidates and external employers for information requests, and general email communication.

Duties & Responsibilities

- Monitor background and misconduct check group inboxes for general inquiries, responding or re-directing accordingly.
- Monitor background and misconduct check group inboxes for background and misconduct check completion emails.
- Communicate background and misconduct check clearances to candidates and units.
- Review and process misconduct check completions in a database when there are no findings of misconduct.
- Prepare and send standard letters to prior employers, as applicable.
- Update disposition codes and note background and misconduct check completions in processing systems.

- Support background check compliance with Faith's Law and the Adam Walsh Act.
- Review CANTS and misconduct check paperwork for accuracy and completion.
- Submit CANTS forms to DCFS.
- Serve as a liaison between units and fingerprint vendor should there be a need to schedule the fingerprint vendor to be
onsite.

- Support background check area when additional review of a candidate's background check is required.
- Prepare standard letters, reports, and summary of rights, in compliance with the Fair Credit Reporting Act (FCRA).
- Prepare and present candidate documents to committee for review.
- Prepare additional standard letters post-committee review.

- Communicate Board of Trustees approval to units that submitted appointments in need of Board approval.

- Other duties as assigned.

Minimum Qualifications
  • High school diploma or equivalent.
  • Any one or any combination totaling two (2) years (24 months) from the following categories below:
  1. Course work in human resource administration, business administration or a closely related field, as measured by the following conversion table or its proportional equivalent:
    1. 30 semester hours equals one (1) year (12 months)
    2. Associate's Degree (60 semester hours) equals eighteen months (18 months)
    3. 90 semester hours equals two (2) years (24 months)
  2. Progressively more responsible work experience maintaining, monitoring, and/or processing human resource records and reports.


Knowledge, Skills and Abilities

1. Knowledge of principles and processes for providing customer service.

2. Knowledge of basic arithmetic, algebra, statistics, and their applications.

3. Knowledge of administrative and clerical procedures and systems such as word processing, managing files and records,
data entry, designing forms, and other office procedures and terminology.

4. Ability to identify complex problems and review related information to develop and evaluate options and implement solutions.

5. Ability to communicate effectively for the needs of the audience.

6. Ability to perform repetitive duties and detailed work accurately.

7. Ability to work with frequent distractions

8. Ability to work with electronic data processing hardware and software.

9. Ability to interpret work related documents, policies, and procedures.

10. Ability to process and handle confidential information with discretion.

Appointment Information

This is a 100% full-time Civil Service 2135 - Human Resource Representative position, appointed on a 12-month basis. The expected start date is as soon as possible after 6/23/2024. Starting salary for this position is $44,000 annually.
