Job Description
25% Subject to management approval, serves as the Application Management Administrator for the Department of Innovation and Technology (DoIT), supporting the Department of Human Services (DHS):
- Plans, directs, and coordinates professional staff responsible for major project development, testing, and implementation efforts proposed for the Department of Human Services (DHS) Business Applications.
- Confirms projects are being developed within the scope of agency goals.
- Documents activities specifying time frames, priority tasks, and utilization of resources.
- Works with medium to large scale mainframe, web based, and data base related applications including but not limited to Java, J2EE, Java Server Faces, .Net and DB2-based applications, DB2 for zOS, DB2 for AIX, AIX administration, SQL Service, Cobol, IMS and Content Management.
20% Serves as full-line supervisor:
- Assigns and reviews work.
- Provides guidance and training to assigned staff.
- Counsels staff regarding work performance.
- Reassigns staff to meet day-to-day operating needs.
- Establishes annual goals and objectives.
- Approves time off.
- Adjusts first level grievances.
- Effectively recommends and imposes discipline, up to and including discharge.
- Prepares and signs performance evaluations.
- Determines and recommends staffing needs.
15% Coordinates work assignments involving all applications units ensuring that resources are being used efficiently:
- Coordinates efforts with the other DoIT/DHS areas and with external entities that interface with these units and systems.
- Implements agency and industry standards to ensure compliance with IDHS schedules and priorities.
10% Meets with senior division & program administrators (Steering Committee) on a frequent basis to discuss the status of work assignments and document issues that need resolution:
- Assists DoIT/DHS divisions to identify high level projects and business requirements that align with the agency’s goals.
5% Assists the Chief Information Officer (CIO) in establishing long range objectives and priorities for DoIT/DHS.
- Assists with establishing staffing development and equipment needs, and continuing education requirements necessary to maintain production systems and professional certifications.
5% Confers with the CIO to discuss the status of business application tasks, interpretation, and implementation of policies, procedures, and application standards and to respond to special assignments as required.
5% Prepares status reports, issues papers, presentations, and other requested documentation in support of the applications area:
- Communicates regularly with DHS divisional management & program administrators professionally, effectively, and in an understandable way.
5% Identifies applications area systems and resources and database and application management processes that are candidates for consolidation or movement to other areas within DoIT/DHS.
5% Keeps abreast of new developments in the Information Technology (IT) field:
- Continues education by attending meetings, training sessions, seminars, and conferences to increase familiarity with and remain current on products, vendors, techniques, and procedures.
- Attends demonstrations and exhibitions related to assigned operations
5% Performs other duties as assigned or required which are reasonably within the scope of duties enumerated above.
