Summary This position is located in the Supply Chain Management (SCM) Department at the Captain James A. Lovell Federal Health Care Center (FHCC), North Chicago, Illinois; a 1c complexity facility. The primary purpose of this position is to process the incoming and outgoing mail of FHCC to numerous buildings covered by the regular mail delivery routes. This position reports to the Assistant Chief Supply Chain Officer (CSCO). Responsibilities Major Duties: The employee sorts and dispatches all facility mail from the US Postal Service (USPS), United Parcel Service (UPS), and Federal Express (FedEx) in a safe, accurate, and timely manner. Performs general mail handling and distribution, to include sorting, opening, dating, stamping, classifying, processing, and routing mail. Ensures that incoming public inquiries and staff mail is properly opened, read, date stamped, and sorted into established categories for distribution to appropriate units and staff. Examines all incoming mail for potentially harmful or dangerous situations (e.g., explosives or combustible materials). Determines urgency and sensitivity of incoming express mail, priority mail, overnight deliveries, and hazardous and perishable materials for proper handling and delivery. Records, processes, and controls registered, insured, priority, reply/certified, signature, and delivery confirmation mail. Approves or denies request for priority mail, insurance, etc., based on the immediate situation. Assesses mail to determine the necessity for control and/or date stamping. Ensures mail requiring documentation of receipt by the facility, (e.g., bills, Privacy Act, Freedom of Information Act requests, etc.) is date/time stamped. Prepares security classified mail or mail requiring special precautions and special handling by selecting the most expeditious route for special or urgent delivery or handling. Sorts outgoing mail and checks for presence of indicated enclosures. Screens outgoing materials for proper format and ensures the materials are assembled and addressed in accordance with appropriate regulations. Examines all outgoing mail to establish the proper class of mail (e.g., first, second, third or fourth-class mail). Reviews official publications to determine proper routing to affecting, implementing, and/or operation facility elements. Collects from and distributes mail to several widely separated buildings or points throughout FHCC, safeguarding materials in transit, and may make special trips to deliver mail. Locates lost or delayed mail. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/22/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-04 position you must have served 52 weeks at the GS-03. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You will be rated on the following Competencies for this position: Critical Thinking Customer Service (Clerical/Technical) Data Management Teamwork You may qualify based on your experience and/or education as described below: General Experience: You must have one year of general experience that demonstrates the ability to do the work of the position. Examples of specialized experience would typically include, but are not limited to: Knowledge of the functions of a number of closely related medical, technical, and administrative organizations to route various types of mail. Knowledge of medical, technical, and specialized terminology associated with activities of several facility organizations in order to route specialized subject-matter materials to appropriate operating sub elements. Knowledge to process all types of incoming and outgoing mail in accordance with procedures. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 2 years above high school. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of experience and education as described. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work performed requires prolonged standing, walking, stooping, bending, and lifting to transport file records, supplies, equipment, heavy packages, and mail bags weighing under 50 pounds. Heavier items are move with weight handling equipment or with assistance from coworkers. Working Conditions: Work is performed in a variety of settings, as well as inside and outside areas that may be hot, damp, cold, drafty, or poorly lighted. The employee may be required to wear protective clothing such as steel-toed shoes, and other types of safety equipment. Safety precautions are necessary.
