Job Summary
Support the Energy Education Council's (EEC) public and member engagement and outreach mission by directing, designing, developing and maintaining the websites, resources, plugins and other technologies using modern frameworks and tooling in a distributed team environment. EEC's application development efforts include member tracking systems, content management systems with custom modules, customer relationship management systems, public websites, and other internal business applications.

Duties & Responsibilities
  • Website Development and Maintenance • Manage design, develop, maintain, evaluate, and support EEC's websites and applications. • Ensure web design and development best practices are in place. • Serve as primary contact for all hosting. • Ensure all equipment and programs are maintained in accordance with Extension policies and standards.
  • QA/QC Testing and Documentation
    • Write unit and feature tests to back application code.
    • Conduct analysis of EEC tools to ensure their quality, security, accessibility, efficiency, and effectiveness.
    • Collaborate with team members to improve the overall software design, development, testing, release, and support processes.
    • Produce documentation of web applications including requirements and design documents, code documentation, user documentation and other reports as needed.
    • Provide user reports to show data reflective of what resources are being used, who is using programs and who is not, all to help strengthen overall program use among membership.
    • Ensure all plugins and applications are maintained and working properly, including Google Analytics and other applications.
    • Identify and triage alerts to identify malicious activities on the network, provides (fundamental) cyber analysis on potential events to ensure security posture is achieved. Protects data confidentiality, integrity, and availability by implementing appropriate information security knowledge, organizational policies, and applicable regulations.
    • Determines training needs and provides training opportunities for staff.
  • Team and Project Collaboration Requirements
    • Work with EEC visual arts director to develop standards-based user interface and user experience functionality in web and mobile applications.
    • Work with Extension's Digital Accessibility professionals to ensure web applications are within WCAG 2.1 standards.
    • Engage productively in web team development process, effectively estimating time-to completion for project tasks and working efficiently to produce tangible deliverables.
  • Member Support
    • Serve as Tier 1 support for web applications to resolve issues to satisfaction.
    • Collaborate with team members to provide excellent customer service.
  • Organizational Requirements

Additional Physical Demands
To perform the functions of this position, the employee will be required to perform work both within an office and outside in the communities that are served and must have the capability to travel from one location to the other in a timely fashion. Employee is responsible for securing personal transportation. A valid driver's license is preferred. Some work will be required during evenings and/or weekends. When working, the employee may be exposed to a variety of environmental factors to include, but not limited to, hot or cold weather, exposure to noise and allergens, and uneven ground. In performing the functions of this position, the employee may be subjected to various mental and physical demands as well to include, but not limited to, independently traveling to and performing work at different locations, ability to move, transfer and/or transport items that may occasionally weigh up to forty (40) pounds and frequently weigh up to twenty (20) pounds, and twisting, pushing and pulling movements. Minimum Qualifications

• High school diploma or equivalent.
• Two (2) years of work experience in IT-related functions such as hardware/software support, programming, network design, network engineering, IT systems integration, or closely related field. College coursework which includes Information Technology (IT), IT Management, Programming, IT systems, or a closely related discipline may be substituted as follows: 30 semester hours equals one (1) year, Associate's Degree (60 semester hours) equals eighteen (18) months, 90 semester hours equals two (2) years, Bachelor's Degree (120 semester hours) equals three (3) years).

Preferred Qualifications

• Experience in software development lifecycle, quality assurance with automated testing, release management, and problem resolution.

• Experience with ZOHO CRM or other CRM programs.

• Demonstrated experience in the use of HTML, CSS, JavaScript, and at least one other programming language.

• Demonstrated experience developing and maintaining websites.

• Demonstrated experience providing documentation and end-user support.

• Demonstrated experience working closely with developers and contractors on organizational projects.

• Demonstrated experience giving presentations related to changes and updates to software to a diverse audience.

• Demonstrated experience training staff on WordPress functions and plugins.

Knowledge, Skills and Abilities
  • Working knowledge of best practices for the web, including digital accessibility and usability standards.
  • Willingness to learn new programming languages and frameworks.
  • Excellent written and verbal communication skills.
  • General understanding of energy industry (utilities, energy suppliers, and compliance) and how electrical power is generated and distributed in the United States.
  • Knowledge of PHP using a JavaScript framework and interacting with APIs.
  • Understanding and knowledge of energy security firewall compliance.
  • Ability to work independently, remotely, and as part of a team.
Appointment Information

This is a 100% full-time Civil Service 5031 - Information Technology Technical Associate position, appointed on a 12-month basis. The expected start date is as soon as possible. Work Authorization Sponsorship is not available for this position. Salary is competitive and commensurate with qualifications and experience, while also considering internal equity. The salary range for this position starts at $52,500.
