Responsibilities The primary purpose of this position is: To lead, supervise, and direct daily actions of 53 personnel in the Air Refueling (ARD) Directorate within an Air Operations Center commanded by a Brigadier General. Plans, organizes, and oversees the activities of a 58-person Air Refueling Directorate (618 AOC/ARD) Exercises supervisory personnel management responsibilities. Directs command planning and allocation of organic/commercial air refueling missions for movement of passengers, cargo, support for NCA-directed classified programs, nuclear airlift, fighter and bomber deployment and employment air refueling, DV airlift, Homeland Defense, and our nation’s strategic deterrent commitments. Employs Information Operations capabilities to influence Operations, Network Defense, and Electronic Protection and Support Represents 618 AOC/ARD with a variety of installation and functional area organizations Serves as a recognized advisor and authority on all facets of Air Mobility Air Refueling Operations Requirements Conditions of Employment Qualifications This position is a “Key” position. It cannot be vacated during national emergency or mobilization without seriously impairing the capability of the organization to function effectively. Unless an alternate can be designated to perform the duties of this position during wartime, the incumbent of this “Key” position must be screened from military recall status. Must possess a Top Secret (SCI Eligible) security clearance This position is a drug testing designated position; the incumbent is subject to random testing. Mission Essential: This position may be designated mission essential based on local conditions. Mission essential personnel report for duty at normal times when the base is closed or delayed reporting, and remain on duty during phased or early release. “This is a Supervisory Position.” A 1 year supervisory probationary period is required if applicant selected has not previously met this requirement. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Transportation Operations Series 2150. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes experience in maintaining, retailing, purchasing, or procurement of automotive, rail, air, bus, or other transportation equipment or services, or in the operation of a commercial transportation facility or terminal. This experience must have demonstrated knowledge of fleet operations; familiarity with Federal, State, and municipal regulations governing the use of transportation vehicles; and the maintenance of inventories and cost computations; extensive air mobility experience in AMC flight and mission support operations. Professional knowledge of DOD, agency, major organization, and unit operations, with regard to air mobility practices, policies, and procedures to effectively cultivate, improve and enhance senior leadership’s situational awareness. Broad knowledge of USTRANSCOM and Air force policies, procedures, and processes to include their interrelationship with major organization and unit operations, with specific emphasis on determining the applicability to air mobility mission. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Extensive air mobility experience in AMC flight and mission support operations. Professional knowledge of DOD, agency, major organization, and unit operations, with regard to air mobility practices, policies, and procedures to effectively cultivate, improve and enhance senior leadership’s situational awareness. Broad knowledge of USTRANSCOM and Air force policies, procedures, and processes to include their interrelationship with major organization and unit operations, with specific emphasis on determining the applicability to air mobility mission; knowledge of civilian & military safety, security and EEO regulations, practices, and procedures. Ability to plan, organize, and direct assess the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors; ability to analyze, plan, and adjust work operations of a 58-person directorate and its subordinate divisions to meet program requirements and objectives within available resources; to develop short-range and long-range goals and plans for meeting major organizational/unit operational goals; and to continually assess work operations and program objectives to meet changing program requirements within available resources and with minimum sacrifice of quality and quantity of work. Ability to communicate in a timely manner orally, in writing, and electronically; ability to effectively manage and direct global air refueling planning/execution activities and integrate with theater activities. Ability to interpret new policies and directives as they apply to global air mobility and Air Ops Center C2 programs; ability to proactively assess and resolve IT technical issues to insure continuity of system performance; to proactively develop and advocate for emerging requirements; and, very importantly, the acquisition of new C3 IT systems. Specific knowledge of organizational management and resource/financial management; knowledge of the principles and practices of personnel management; and highly effective leadership skills. Knowledge of the methods and techniques of fact finding, analysis, and resolution of complex problems and ability to evaluate and develop concrete action plans to solve program problems and to avoid recurrence. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
