Job Description

20% Subject to management approval, serves as the Integrated Eligibility Systems Administrator for the Department of Innovation & Technology (DoIT), supporting the Department of Human Services (DHS):

  • Plans, directs, formulates, and implements technical policies and procedures regarding the implementation of the application development of the Integrated Eligibility System (IES) for the Medicaid/Health Insurance Exchange eligibility determination in accordance with the Affordable Care Act. 
  • Develops, implements, and revises policies and procedures for the effectiveness and the maintenance of the IES. 
  • Plans for effective utilization of the IES which includes development and maintenance of the IES application. 
  • Responds to internal and external stakeholders regarding Federal and State audit concerns to ensure compliance with all Federal and State laws.
  • Collaborates with DoIT security teams to validate and remediate issues.
  • Devises Plan of Action and Milestones (POAMS) and communicates critical nature to vendor and teams.
  • Analyzes weekly report and communicates with teams.


20% Coordinates, plans, and monitors the large-scale Java, J2EE, and DB2 based Integrated Eligibility System (IES) which enables the implementation of eligibility for Medicaid, Supplemental Nutrition Assistance Program (SNAP), Temporary Assistance for Needy Families (TANF), and other related programs:

  • Assesses and determines how to best utilize the State’s IT Infrastructure in the delivery of the new system by confirming that tasks are being developed within the scope of DoIT/DHS goals and standards. 
  • Documents activities specifying time frames, priority tasks, and utilization of resources. 
  • Determines resource requirements, advises regarding the establishment of priorities, and monitors and controls progress of the development efforts. 
  • Prepares status reports, issue papers and other requested documentation in support of the IES


15% Monitors work assignments of IES business analysts, system designers, programmers, and testers in other DoIT/DHS Management Information Systems units and external entities, which include other government agencies, private citizens and over 100 professional IT contractors/consultants in the application development of the IES:

  • Manages multiple large/complex IT vendor contracts in the execution of the application development effort including IT Service, IT Software, IT Hardware, and Telecommunication.
  • Provides technical support and guidance in the procurement processes related to IES contracts. 


15% Serves as full-line supervisor:

  • Assigns and reviews work.
  • Provides guidance and training to assigned staff.
  • Counsels staff regarding work performance.
  • Reassigns staff to meet day-to-day operating needs.
  • Establishes annual goals and objectives.
  • Approves time off.
  • Adjusts first level grievances.
  • Effectively recommends and imposes discipline, up to and including discharge.
  • Prepares and signs performance evaluations.
  • Determines and recommends staffing needs.
  • Monitors provisions of contractual agreements, ensuring all provisions are adhered to.
  • Effectively recommends termination or renewal of contract.
 

15% Serves as spokesperson for the Chief Information Officer at various meetings:

  • Represents DoIT/DHS in coordination with the Department of Healthcare and Family Services’ (HFS) Medicaid Authority and the Governor’s Office to maximize technology investment in policy creation. 
  • Translates Medicaid policy decisions and statewide technology standards to ensure alignment. 
  • Assists DHS and HFS in the development of policies for the Integrated Eligibility determination to leverage the assets of the system. 


5% Confers with the Chief Information Officer on a frequent basis to discuss the status of the implementation of IES and to respond to special assignments:

  • Assists in establishment of long rage objectives and priorities of the division.


5% Keeps abreast of new developments in the Information Technology (IT) field:

  • Continues education by attending meetings, training sessions, seminars, and conferences to increase familiarity with and remain current on products, vendors, techniques, and procedures.
  • Attends demonstrations and exhibitions related to assigned operations.


5% Performs other duties as assigned or required which are reasonably within the scope of duties enumerated above.
