Position Overview
The Division of Mental Health is seeking to hire a Fiscal Analyst for the Bureau of Community Programs, Children and Youth Unit. In a collaborative environment, this position’s primary responsibility is the fiscal management and tracking of grants including budget revisions, payments, reports, etc.; performs support to and onsite budgetary reviews of funded providers; and serves as liaison to the Department’s fiscal services staff and Central Budget Office.
Job Responsibilities
- Serves as Fiscal Analyst for the Children and Youth Unit of the Bureau of Community Programs.
- Manages monthly budgets including invoicing and reconciliation.
- Develops or provides technical assistance to providers regarding program contract budgets and other requirements.
- Serves as liaison to the Division’s Fiscal services staff, Central Budget Office and providers regarding budgeting and contracting processes.
- Maintains records ensuring confidentiality of financial material and related reports.
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college, preferably with coursework in business or public administration.
- Requires one (1) year of responsible administrative experience in a public or business organization, or completion of an agency approved professional management training program.
SPECIALIZED SKILLS:
- Of the one (1) year of responsible administrative experience, requires one (1) year of experience working with federal and/or state grants, the utilization of budget appropriations by federal and/or state programs, drafting contract exhibits, and approving budgets.
Preferred Qualifications
- Two (2) years of professional experience developing, reviewing, and amending budgets for a public or private business organization.
- One (1) year of professional experience working with federal and/or state grants, including working with grant tracking databases such as Community Service Agreement (CSA).
- One (1) year of professional experience drafting contract exhibits and approving budgets.
- One (1) year of professional experience developing detailed budget reports and presenting and interpreting information to management level staff.
- One (1) year of professional experience communicating in verbal or written form with both internal and external stakeholders relative to budgets for a public or private organization ensuring detailed and critical analysis of work performed.
- One (1) year of professional experience working collaboratively to analyze administrative problems and adopt an effective course of action.
- One (1) year of experience working with federal and/or state grants, the utilization of budget appropriations by federal and/or state programs, drafting contract exhibits and approving budgets.
