Job Summary:
The Lead Project Manager is key leader of the OPM (Office of Portfolio Management) team with responsibilities across all NUIT Administrative Systems teams.The Lead PM provides guidance and oversight for project work by facilitating activities to plan and manage the project portfolio.With demonstrated advanced-level skills for project management, portfolio management, and resource management, the Lead PM is responsible for coordinating and/or managing multiple activities, including ongoing operations.This includes plan and manage the Administrative Systems project portfolio (for annual planning, quarterly review, and weekly monitoring), identify mentoring and coaching opportunities for assigned project managers, steward the NUIT AS PM Framework, PPM tools, and the PPM toolset repository, and provide direct supervision for OPM project managers.
Specific Responsibilities:
PPM Operations
Lead Administrative Systems team in project portfolio planning, including annual planning and quarterly planning review for selected project work and resource allocations
Champion PPM processes and provide assistance (as needed) with using tools to define, plan, estimate, schedule, and report project work.
Facilitate PPM meetings, including periodically presenting project portfolio status, progress updates, and other PPM topics.
Coordinates and participates in continuous improvement activities to improve, enhance, and expand PPM practices and capabilities.
Analyze and interpret PPM data for trends and anomalies.Make recommendations for improvement opportunities.Uses data to provide PPM reports (for portfolio, projects, and resource management).
Work with PPM Admin to maintain PPM tools, including Daptiv, the Project Management Framework, and the PM Toolset Repository.
Coordinate with technical and functional managers for resource planning.
Project Management
Manage the initiation, planning, execution, monitoring/controlling and closing of Information Technology (IT) projects in support of organizational area's strategic objectives and ongoing operations.
Interact with project leadership to determine and document project objectives, scope, functional requirements, metrics, key performance indicators and stakeholders.
Collaborate with functional and/or technical lead to determine resource requirements, budget, and deliverables.
Build a project management community of practice.
Supervises
Provide work direction and/or supervise staff such as team members, subordinates, contractors, vendors, students, etc.
Recommend staff hires/terminations.
Coach and mentor staff.
Manage projects ensuring timelines and deliverables are met and meet expectations.
Other duties as assigned.
Minimum Qualifications: (Education, experience, and any other certifications or clearances)
Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree; OR appropriate combination of education and experience.
6+ years managing Information Technology (IT) projects or other relevant experience required.
PMP certification or equivalent.

Minimum Competencies: (Skills, knowledge, and abilities.)
Knowledge of project portfolio management practices, including demand management/project in-take and resource management.
Knowledge of structured project management, including common principles, methodologies, and tools used by practitioners with demonstrated ability to apply effectively and appropriately to projects.
Strong knowledge of single iteration, multi-iteration, and hybrid project approaches, with demonstrated experience applying the appropriate approach based on specific projects.
Ability to analyze portfolio, resource, and project data.
Ability to plan and schedule projects, including estimating time and resources, with an ability to track, manage, and report on projects as they are executed, adjusting as needed based on project experience.
Very strong ability to identify, track, and manage project risk.
Demonstrated ability to build and lead diverse cross functional project teams, including both functional and technical staff, as well as communications, training, and infrastructure staff, together with business owners and business users, toward delivering projects on time, in budget, that meet requirements.
