JOB ANNOUNCEMENT

PROJECT MANAGER

Chicago Fire Department (CFD)

Number of Positions: 1 (Additional vacancies possible pending budget approval)

This position is funded through a grant, and this employment opportunity is contingent on the availability and continuation of the grant supporting this position. The City will provide sufficient notice when the grant and employment opportunity expire .

Under direction, assist the Operations Manager and the Programs Administrator with the development and sustainment of the Securing the Cities Radiological/Nuclear detection capability for Chicago and the surrounding region. This class is managerial in nature and accountable for senior manager level functions; positions allocated to this class are characterized as having a broad scope of management responsibilities, and performs related duties as required.

ESSENTIAL DUTIES

· Manage and direct a major and large-scale program or project of significant size and scope in terms of budget, operations and/or staffing

· Assist Operations Manager and Program Administrator with the development and sustainment of the Securing the Cities Radiological/Nuclear detection capability for Chicago and the surrounding region

· Effectively provide support of the Department of Homeland Security goals to enhance regional capabilities to protect our communities from a radiological event

· Manages professional staff and directs the functions and operations of an organizational section or unit; establishes and implements policies and procedures relating to section’s objectives

· Consults with staff and consultants to determine scope of services, budgets, and specifications for projects; established timelines and implements processes to track and monitor the progress of projects and the accomplishment of key objectives

· Functions as a specialized advisor to executive level managers or functions as a technical specialist or expert level professional in a given profession, specific technical area or operational area

· Coordinates and administers citywide initiatives, departmental programs, and special projects of a complex and technical nature.

· Develops and negotiates contract terms and monitors services provided by private contractors ensuring contract provisions meet program specifications

· Correspond with local, state, and grant managers as a representative of the Chicago Fire Department and the Securing the City project office

· Assist with equipment inventory management with a willingness to assist with moving equipment as needed

· Coordinate purchases with both the Chicago Fire Department Hazardous Materials Section and the US Department of Energy

· Communicates regularly with local, regional, state and federal partners. Responds to local and regional stakeholders regarding concerns/issues

· Develops short-tern and long-term strategic plans and goals. Develops and implements policies , goals and objectives to ensure the enforcement of all applicable laws, ordinances and regulations

· Performs operational analysis and prepares status reports on bureau operations

· Coordinates and directs the work efforts towards researching new technologies, reviewing performance against goals, objectives, and evaluating programs for deficiencies and accomplishments

Location: Chicago Fire Department – Chicago Public Safety Building

3510 S Michigan Avenue

Shift: Monday – Friday

8:30 a.m. – 4:30 p.m.

CANDIDATE SELECTED FOR HIRE MUST BE ABLE TO OBTAIN SECRET LEVEL CLEARANCE WITHIN SIX MONTHS OF JOB OFFER.

CANDDIDATE SELECTED FOR HIRE MUST PASS A BACKGROUND CHECK AND DRUG SCREENING BEFORE AN OFFICIAL OFFER IS MADE.

THIS POSITION IS EXEMPT FROM CAREER SERVICE

Qualifications:

MINIMUM QUALFICATIONS

Graduation from an accredited college or university with a Bachelor’s degree in Business or Public Administration or a field of study directly related to the responsibilities of the position, plus five years of project management work experience, or an equivalent combination of education, training and experience

SELECTION REQUIREMENTS

This position requires applicants to complete an interview. The interviewed candidate(s) possessing the qualifications best suited to fulfill the responsibilities of the position will be selected.

Preference will be given to candidates possessing the following:

· Knowledge of radiation safety and/or radiation detection equipment

· Previous public safety, emergency management and homeland security experience

· Inventory management experience

· Grant management experience

· Knowledge and ability to develop government response plans

· Strong computer skills
