JOB ANNOUNCEMENT

PROGRAM DIRECTOR (Victim Services & Domestic Violence)

Chicago Police Department

Number of Positions: 4

(additional vacancies possible pending budget approval)

Under direction from the Assistant Director of Crime Victim Services, functions as a mid-level manager, responsible for managing the operational and administrative functions of the Chicago Police Department’s Crime Victim Services program.

ESSENTIAL DUTIES

- Manages the day-to-day functions and operations of the Chicago Police Department’s Crime Victim Services program.

- Supervises staff, including crime victim advocates and domestic violence advocates, monitors their performance and conducts performance evaluations of staff

- Coordinate and manage responses to violent incidents of note or high-profile incidents and work with a team to address the needs of victims, witnesses, and the community

- Identify and develop programmatic needs, including policies, training, quality standards and performance measures, working with other program supervisors to monitor productivity and adhere to established standards

- Directs the development and management of program contracts, budgets, grants and administrative functions

- May serve as a liaison between other City departments, outside agencies and the general public and other City and agencies

- May represent the department in meetings and special initiatives to address various community and public service issues

- Manages and directs special projects and initiatives

- May act as a liaison with various local, governmental, and community based coalitions and agencies in an effort to enhance and promote departmental services and programs

- Oversees the development, duplication and marketing of materials used to promote social or public service programs

- Identifies and researches specific problems and areas of opportunities and concerns and makes recommendations necessary to ensure program and operational efficiency

- Responds to public inquiries and comments regarding program concerns and complaints

Days: Monday – Friday

Hours: 9:00am to 5:00pm or 12:00pm to 8:00pm

THIS POSITION IS EXEMPT FROM THE CAREER SERVICE

Qualifications:

MINIMUM QUALFICATIONS

Graduation from an accredited college or university with a Bachelor’s Degree in the Social Sciences, Business or Public Administration, Public Health or a directly related field, plus five years of experience in the planning, implementation or administration of social service, public health or public service programs, of which two years is in a management/supervisory role related to the responsibilities of the position, or an equivalent combination of education, training and experience, provided that the minimum degree requirement is met

SELECTION REQUIREMENTS

This position requires applicants to complete an interview which will include a written exercise and/or skills assessment as part of the interview. The interviewed candidate(s) possessing the qualifications best suited to fulfill the responsibilities of the position, based on the oral and written parts of the interview will be selected.

Preference will be given to candidates possessing the following:

+ Previous experience working in victim services

+ Completion of 40-hour sexual assault training and/or domestic violence training

+ Previous work experience with youth, seniors, persons who have been trafficked and other forms of gender-based violence

+ Previous experience working with police and/or the criminal justice system

+ Multi-lingual

NOTE: Candidates must pass a background investigation, drug screen and other pre-employment procedures as determined by the Chicago Police Department.
