DEPARTMENT OF HOUSING

Bureau of Homeownership Programs

Number of Vacancies: 1 (Additional vacancies possible pending budget approval)

Starting Salary: 71,004.00

This position is open to the public and all current city employees covered under the City’s Collective Bargaining Agreement with AMERICAN FEDERATION OF STATE, COUNTY, AND MUNICIPAL EMPLOYEES (AFSCME) – BARGAINING UNIT 1, 3, 4 & 5. THE OPPORTUNITY:

Under the direction of the Project Manager, the Department of Housing seeks a Project Coordinator to administer several Delegate Agency housing programs under the Bureau of Homeownership Programs. Delegate Agency programs contract one or more community-based organizations providing various housing-related services to address the community’s housing needs. The Project Coordinator monitors and liaises with delegate agencies under federal and corporate contracts. The Project Coordinator will be responsible for the day-to-day activities of programs of varying sizes and scopes. The day-to-day activities include reviewing and approving case files, monitoring delegate agency performance, and analyzing data reports. The Project Coordinator is also responsible for outreach and engagement of delegate agencies and stakeholders that interface with the various divisions of the Department of Housing. Engagement activities include speaking events, email communication, preparing outreach materials, and organizing public events.

ESSENTIAL DUTIES:

· Reviewing and approving program specific cases at various milestones, including reviewing initial program eligibility and work orders.

· Reviewing and analyzing monthly or quarterly delegate agency qualitative and quantitative reports.

· Reviewing and evaluating program Request for Proposal (RFP) applications received and working with the Project Manager to provide recommendations on upcoming RFP cycles.

· Reviewing and approving financial expenditures of delegate agencies, including working with delegate agencies to establish a program budget and vouchers.

· Proving comprehensive agency-specific performance summaries and memos to the Project Manager.

· Reconciling contract-related issues that might involve a corrective action plan.

· Leading program and delegate agency network-wide meetings, calls, and events, including the Technical Assistance meeting for RFP applicants.

· Proactively Updates program-specific documents, including client-level, reporting trackers, and program manuals. Documents to be updated can be for internal or external use.

· Liaise with other Bureaus, Divisions, or Shared Services to carry out the program’s requirements of the program, including working with the agency to obtain contract-specific documents.

· Works across City Departments and Sister Agencies to provide information and services to residents of Chicago.

· Attends meetings and public speaking events on behalf of the Homeownership Bureau.

· Supports Department staff with racial equity initiatives as designed by Deputy Commissioner.

· Other Delegate Agency or Homeownership Bureau assignments and tasks as assigned.

Additional duties may be required for this position

SCHEDULE:

Location: City Hall, 10th Floor

Days: Monday – Friday (occasional weekend hours will be required)

Hours : 9:00am – 5:00pm (occasional evening hours will be required

Qualifications:

MINIMUM QUALIFICATIONS

Graduation from an accredited college or university with a Bachelor’s degree in Public or Business Administration, Social Sciences, Planning or a related field, supplemented by three years of progressively responsible experience in program administration, or an equivalent combination of training and experience is required.

SELECTION REQUIREMENTS

This position requires applicants to complete an interview which will include a skills assessment as part of the interview. The interviewed candidate(s) possessing the qualifications best suited to fulfill the responsibilities of the position, based on the oral and written parts of the interview will be selected.

Preference will be given to candidates possessing the following:

· Spanish or Mandarin/ Cantonese Speaking

· Proficient in the use of Microsoft Office including Excel, SharePoint, and Teams.

· Intermediate Excel skills

· Previous comprehensive case or program oversight work experience

· Previous work experience administering federally funded programs; specifically, HUD CDBG programs
