ADMINISTRATIVE SERVICES OFFICER II – EXCLD
DEPARTMENT OF PLANNING & DEVELOPMENT
DEPARTMENT OF HOUSING
Bureau of Operations
Number of Positions: 1
(additional vacancies possible pending budget approval)
Starting Salary: $67,656.00
Under general supervision, functions as the lead hiring administrator for the Department of Planning & Development and the Department of Housing, performing professional personnel and administrative functions, assisting with labor relations matters, and performing related duties as required.
ESSENTIAL DUTIES
+ Acts as a personnel administrator, administering personnel programs and overseeing staff carrying out hiring activities
+ Works with managers to coordinate the interviewing, hiring, and processing of departmental employees
+ Prepares and oversees the preparation and processing of personnel forms and CHIPPS transactions to initiate personnel actions (e.g., appointments, promotions, reclassifications, and other personnel transactions)
+ Coordinates work efforts with the Department of Human Resources (DHR) on matters related to classification, recruitment, employee selection, and hiring procedures, and other areas of personnel administration
+ Provides information and responds to employee inquiries regarding benefits, pay, and personnel programs and policies
+ Interprets and explains personnel policies and procedures to managers and supervisors
+ Prepares reports and charts regarding staffing and personnel activities for management review
+ Oversees special programs or projects (e.g., student intern program, shakman-exempt hiring)
+ Assists with advising managers in initiating, responding to, and resolving issues related to employee grievances and disciplinary actions
+ Assists with preparing department’s response to equal employment opportunity complains and discrimination charges
+ Assists in preparing the department’s operating budget
+ Assists with timekeeping and maintenance of timekeeping records
+ Acts as liaison with other City departments regarding the processing of personnel and payroll actions and the administration of personnel programs
Additional duties may be required for this position
Location: City Hall, 10 th Floor
Days: Monday – Friday
Hours: 8:30am – 4:30pm

Qualifications:
MINIMUM QUALIFICATIONS
+ Six (6) years of professional work experience in human resources, OR
+ Graduation from an accredited college with an Associate’s degree in Human Resource Management, Business Administration, or a related field, plus at least four (4) years of professional work experience in human resources, OR
+ Graduation from an accredited college or university with a Bachelor’s degree in Human Resource Management, Business Administration, or a related field, plus at least two (2) years of professional work experience in human resources, OR
+ Graduation from an accredited college or university with a Master’s degree in Human Resource Management, Business Administration, or a related field, plus at least one (1) year of professional work experience in human resources
SELECTION REQUIREMENTS
This position requires applicants to complete an interview which will include a skills assessment and/or written exercise as part of the interview. The interviewed candidate(s) possessing the qualifications best suited to fulfill the responsibilities of the position, based on the oral and written parts of the interview will be selected.
