Reporting to the Provost, the Assistant Provost of Workforce Development is the College's primary leader for formulating, implementing, collaborating, and promoting career programs, economic development and workforce education. The position is responsible for providing visionary, strategic, and equity-focused leadership in building effective partnerships with the business community and evaluating workforce programs offered at the College. Working collaboratively with other members of the Provost's team, this position is responsible for: maintaining a focus on building collaborative workforce development initiatives; identifying and meeting present and future needs of the district's workforce and industries; increasing the portfolio of programs and services that support the workforce and the region's economic growth; and making data-informed decisions in alignment with the College mission and strategic goals.

The Assistant Provost of Workforce Development is responsible for leadership and oversight of Adult Education programs; career services and job placement; the Small Business Development Center; customized training for local businesses, industry, nonprofits, governmental entities, healthcare; work-based learning/apprenticeships, and all non-credit professional and career training programs and courses designed to meet educational and training needs of local industry. This position will also lead the procurement and delivery of workforce related grants and be the college's partner with the local Workforce Investment Board. This position supports collaborative work with education partners inside and outside the College to ensure the training and workforce needs of the region are met.

Implement the College's strategic initiatives to meet the needs of students, community, industry and business, and employers.

Lead and participate in regional efforts to address workforce shortages and needs assessments.

Build strong relationships within the college to advance effective partnerships to enhance the role of the college in serving the local workforce.

Provide leadership and support for the creation of credit and non-credit programs that meet needs of business and industry and workforce development.

In collaboration with the Provost's leadership team, provide oversight for the pursuit of, and support for, apprenticeships, internships, and work-based learning

Lead the collection, interpretation and reporting of data necessary for programs, grants, and training to adhere to federal and state regulations.

In collaboration with Assistant Provost of Teaching and Learning and staff, support the ongoing review of workforce programs to ensure relevance and currency, improve employer satisfaction, ensure pathways between credit and non-credit workforce programs, track job placement, and increase community connections.

Collaborate with stakeholders to research, evaluate, apply for, and deliver grant programs for noncredit training, workforce education, and career preparation.

Create and maintain appropriate strategic alliances with economic development entities, corporations, professional groups, and political bodies relevant to the district.

Collaborate extensively with internal and external stakeholders to inform, understand, and develop strategies focused on ensuring current and future workforce needs are identified and met.

Develop effective partnerships with businesses and industries in identifying training needs, including quantitative and qualitative training needs assessments, and developing customized workforce solutions.

Oversee and provide strategic direction for implementing and scheduling programs and/or courses that meet the workforce training needs of the district.

With other leaders at the College, anticipate and plan for emerging issues and establish annual goals and budgets for the unit ensuring institutional resources meet the needs of both new and continuing students.

Assist the Provost in establishing policies, guidelines, and procedures affecting workforce related programming.

Represent Waubonsee at the state and national level, as appropriate or necessary, on workforce issues.

Perform other duties assigned by the Provost.

Minimum Qualifications

Master's degree required. Doctorate in related area preferred.

A minimum of five years' progressively responsible leadership experience in administration at the dean level or higher in related areas (e.g. workforce development, business, career and technical programs) required.

A demonstrated record of engaging with strategic external partners to develop and deliver programs that anticipate or respond to industry and workforce development needs required.

A minimum of four years' supervisory experience required.

Demonstrated experience with and knowledge of current workforce development issues at regional, state, and national levels.

Demonstrated experience in effectively addressing situations of competing or conflicting priorities and proposing solutions in a union environment preferred.

Creative and innovative mindset, with a vision for the future of workforce needs preferred.

Strong leadership, relationship-building, project management, and organizational skills required.

Excellent oral, written, and interpersonal communications skills that demonstrate intercultural competence and a commitment to diversity, equity, and inclusion required.
