Description

POSITION SUMMARY

Develops, reviews, and updates construction design criteria, standard operating procedures, construction specifications, and procurement specifications. Investigates maintenance, parts problems, and implements solutions to those problems.

Qualifications

PRIMARY RESPONSIBILITIES

Develops and revises specifications for the materials, goods, and services the CTA requires for its daily operations based on existing engineering standards that include testing and actual material dimensional inspection requirements as appropriate.

Prepares, reviews, and revises engineering drawings.

Works with user and other CTA departments to develop supporting documentation for items to be detailed in a specification.

Serves as liaison with various departments to coordinate specification compliance and procurement activities. o Supports the Quality Inspection Group as required to ensure vendor compliance to specifications during the procurement process. o Attends pre-bid meetings as required to support Purchasing Department activities in the procurement process.

Develops and revises specifications for Capital Construction projects. Works with user and other CTA departments to develop supporting documentation for items to be detailed in a specification.

Develops and revises construction design criteria in coordination with the Engineering disciplines requirements and standards.

Develops and revises Standard Operating Procedures in accordance with the requirements of the Infrastructure Division.

Performs related duties as assigned.

SUPERVISORY RESPONSIBILITIES

Reporting to this position may include the following jobs:

CHALLENGES

  • Keeping abreast of latest Engineering principles, practices, and regulatory standards, as well as the latest transit industry technologies.
  • Providing engineering support for vehicles/equipment no longer supported by the original equipment manufacturer (OEM).
  • Keeping abreast of all open Construction projects and ensuring continuous improvement efforts are included within the current approved specifications and design criteria.
  • Keeping abreast of Operations’ Standard Operating Procedures and ensuring that reference sections reflects updates.

EDUCATION/EXPERIENCE REQUIREMENTS

  • Bachelor’s degree in Mechanical, Electrical Engineering, or a related area, plus four (4) years of technical engineering experience, preferably in specification development, and/or monitoring material/product compliance, technical writing, or a combination of education and experience related to the position.
  • Must possess a valid State of Illinois Driver’s License.
  • AutoCAD experience preferred.
  • Must possess or be able to obtain current Rail Safety Training certification.

PHYSICAL REQUIREMENTS

  • Requires sitting for extended periods of time, standing, visual acumen, manual dexterity and fingering for working with computer key boards.
  • Occasionally travels to various CTA facilities and suppliers as necessary.
  • When working with Rail Vehicle Engineering, required to occasionally board and alight rail cars from grade level.
  • Required to stand, bend, stoop, and kneel as necessary while working in and around rail cars or buses.

KNOWLEDGE, SKILLS, AND ABILITIES

  • Detailed knowledge of engineering principles, methods, and techniques.
  • Detailed knowledge of construction materials, methods, and techniques.
  • Detailed knowledge of specifications development.
  • Detailed knowledge of standard operating procedures development.
  • Detailed knowledge of standards from organizations such as American Society for Testing & Materials (ASTM), American National Standards Institute (ANSI), Society of Automotive Engineers (SAE), Occupational Safety & Health Administration (OSHA), and UL.
  • General knowledge of AutoCAD.
  • Strong skills in the development and writing of public documents.
  • Good research, attention to detail, and problem solving skills.
  • Good verbal and written communication skills.
  • Intermediate skill using word processing, spreadsheet, and technical engineering applications.
  • Ability to negotiate and resolve conflict.
  • Ability to work well with others.

WORKING CONDITIONS

  • Usual office working conditions; however, occasionally required to work in terminals, shops, garages, and various field locations.
  • When working with Rail Vehicle Engineering, subject to working adjacent to moving trains, equipment, and 600-volt electrified rail.
  • Exposed to usual rail vehicle maintenance shop terminal or bus garage hazards and conditions, e.g. vehicular noise, dust, grease, moving vehicles, electrified apparatus, or machinery, etc.
  • Exposed to all weather and right-of-way conditions.

EQUIPMENT, TOOLS, AND MATERIALS UTILIZED

  • Various database and computer aided drafting software programs.
  • Various catalogs, technical publications, and reference materials.
  • All usual inspection tools, fixtures, gages and electronic testing and measuring devices.

Rate to be determined by applicant’s entered service date and service date in union jurisdiction of this classification.
