Job Description

40%    1.    Under general supervision, serves as the GIS Support Specialist for the Department of Innovation & Technology (DoIT) supporting Illinois Emergency Management Agency (IEMA):
•    Creates and maintains spatial databases.
•    Writes programs and develops user interfaces, menus, and macro-level commands to meet user needs.
•    Designs, documents and maintains the Geographic Information System (GIS) data collection and exchange interfaces between the Agency and its outside resources.
•    Assists agency staff and SEOC liaisons with bugging, training, and database management.
•    Develops and writes standards and procedures for the GIS systems.
•    Serves as the Agency’s GIS Support Specialist.
•    Performs GIS program activities, utilizing ArcGIS Online, ArcGIS Hub, ArcGIS Pro an ArcGIS Enterprise to produce maps, spatial analysis reports, spatial datasets, and spatial analyses.
•    Assists in the development of customized GIS applications.
•    Organizes, creates, maintains, and enhances the spatial database.
•    Writes programs and develops user interface, menus, and macro-level commands to meet user needs.
•    Organizes and clarifies data quality using GIS software
30%    2.    Consults with Agency staff, State Emergency Operations Center (SEOC) liaisons and outside resources:
•    Identifies GIS information availability and requirement.
•    Designs, documents and maintains the GIS data collection and exchange between the Agency and its outside vendors.
15%    3.    Assists agency staff and SEOC Liaisons:
•    De-bugs, trains and performs database management.
•    Offers technical assistance in the use of GIS applications and technology.
•    Explains the capabilities of the GIS program and the availability of information.

10%    4.    Develops and writes standards and procedures for the GIS systems:
•    Evaluates hardware and software products and enhancements related to the Agency’s GIS Systems.
•    Develops just in time training for users of the GIS applications and systems.
•    Maintains organization of GIS data utilizing industry best practices.
5%    5.    Performs other duties as required or assigned which are reasonably within the scope of duties enumerated above.
