Job Description

Essential Functions
  • Plans, directs, evaluates, and supervises audits of video gaming licensees, casino gambling licensees and sports wagering licensees to ensure gaming activities in the State of Illinois comply with the Illinois Gambling Act, Video Gaming Act, Sports Wagering Act, State Fair Gaming Act, and any other statutes and rules for which the Illinois Gaming Board has jurisdiction.
  • Develops the Annual Audit Plan for the Gaming Audit Section; determines the scope and timing of audit projects.
  • Serves as working supervisor.
  • Assists investigators from other Gaming sections during administrative and criminal investigations.
  • Conducts complex operational and compliance audits of video gaming, casino gambling and sports wagering licensees which are more sensitive in nature, as requested by management and the Board.
  • Develops audit standards and procedures for the Gaming Audit Section.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
  • Requires knowledge, skill, and mental development equivalent to completion of four years of college with coursework in accounting, finance or auditing.
  • Requires prior experience equivalent to three years of progressively responsible administrative experience in a public or private sector accounting or auditing office.
  • Requires Active Status as Registered or Licensed Certified Public Accountant (CPA).
Conditions of Employment
  • Requires a valid, appropriate driver’s license and the ability to travel.
  • Pass Illinois Gaming Board’s background investigation (background check).
  • Must comply with the State Officials and Employees Ethics Act: No State employee who works for the Illinois Gaming Board, or spouse or immediate family member living with, such person shall, during State employment, hold an ownership interest in, other than a passive interest in, a publicly traded company, in any gaming license under the Illinois Gambling Act, the Video Gaming Act, the Illinois Horse Racing Act of 1975, or the Sports Wagering Act.
  • Must comply with the Illinois Gambling Act: No person shall be employed to serve the Board who is, or whose spouse, parent or child is, an official of, or has a financial interest in or financial relation with, any operator engaged in gambling operations within this State, or any organization engaged in conducting horse racing within this State.
  • Must comply with the Illinois Gambling Act: For the one year immediately preceding employment, an employee shall not have been employed or received compensation or fees for services from a person or entity, or its parent or affiliate, that has engaged in business with the Board, a licensee, or a licensee under the Illinois Horse Racing Act of 1975.
Preferred Qualifications
  • Prefers five (5) or more years of professional experience utilizing auditing skills and knowledge of the audit process in accordance with Generally Accepted Audit Standards (GAAS), Control Objectives for Information and Related Technologies (COBIT) and other applicable authoritative standards.
  • Prefers five (5) or more years of professional experience utilizing analytical skills and the ability to conceptualize issues and communicate results, both orally and written.
  • Prefers five (5) or more years of professional experience utilizing working knowledge of financial accounting standards, including Generally Accepted Accounting Principles (GAAP) and other applicable authoritative standards.
  • Prefers five (5) or more years of professional experience utilizing working knowledge of computerized audit tools, spreadsheets and word processing programs.
