Description

Metra is one of the largest and most complex commuter rail systems in North America, serving Cook, DuPage, Will, Lake, Kane, and McHenry Counties. The agency is linking communities in Northeastern Illinois by providing safe, reliable, and efficient commuter service.
Mechanical coordinates and oversees the repair, inspection, cleaning, rebuilding, replacing and maintenance of 1,180 pieces of rolling stock used in commuter service. The department's goal is to provide safe, clean and reliable service while maintaining the fleet to the standards of the Federal Railroad Administration, Association of American Railroads, American Public Transit Association and the original equipment manufacturers.
Reporting to the Manager, Mechanical Procurement, the Senior Procurement Coordinator is the main liaison in the department for all large-scale Mechanical procurements, including rolling stock and overhaul projects. The Senior Procurement Coordinator coordinates with the materials control, procurement, and grants departments to ensure Mechanical Department material is ordered and contracts are executed in a timely, orderly manner.
The primary duties include: Organize all documentation and prepare all requisitions related to procurement of any non-inventory materials for Mechanical, both Operating and Capital. Manage technical evaluations through the Mechanical Department to verify all work groups have a chance to review and provide comments. Act as main point of contact between Procurement and Mechanical during the technical evaluation process. Work with key stakeholders in the Mechanical Department to prepare procurement documentation such as independent cost estimates (ICE), price lists, salient characteristics documentation, scope of work, and/or sole source memos (if required). Monitor the value and usage of purchase agreements used by Mechanical stakeholders to verify the previous one expires. Set up new purchase agreements, as needed, with Procurement to fulfill the needs of the department. Create, maintain, and update processes to track Mechanical Department capital purchases in relation to FTA Buy America provisions. Promote safe work practices and maintain and foster a safe work environment. Incumbents work under both inside and outside environmental conditions under prevailing conditions of heat, cold, rain, and snow. Perform other related duties as assigned to meet the ongoing needs of the organization.

Metra is a railroad employer subject to the provisions of the Railroad Retirement Tax Act, not the Social Security Administration.

Requirements

Bachelor's degree in Business Administration or related field OR four years of experience working in a materials coordination or business administration.
In addition to #1 above, must have five years of experience in materials coordination or management experience that includes monitoring and analyzing purchase requisitions and cost estimate processes/activities.
Good knowledge of the Microsoft Dynamics D365 and Microsoft Office Suite.
Good knowledge of budgetary and grant processes, and basic accounting principles.
Knowledge of Metra Procurement rules and FTA regulations as they apply to the procurement processes, including Buy America provisions.
Knowledge of railroad rolling stock and Mechanical materials preferred.
Strong management and interpersonal skills.
Strong Organizational skills.
Ability to establish controls, processes, and procedures to mitigate challenges and risks.
Ability to work both independently and in a team orientated collaborative environment.
Ability to build consensus and work effectively with cross-departmental teams and committees, and also external stakeholders (i.e. contractors, consultants).
Ability to overcome obstacles, shifting requirements, and inherent uncertainties while keeping control of project costs, schedules, and quality.
Ability to work with sensitive information and maintain strict confidentiality.
Must possess a valid driver's license.
Must be able to operate a vehicle.
