Job Description

Overview

GovCIO is currently hiring for an IT Program Manager to many various aspects of a product in the Healthcare Environmental Logistics Management (HELM) Product Line. This position will be fully remote, within the United States, with core hours of operation from 8 AM to 5 PM ET Monday to Friday.

Responsibilities

+ Highly skilled in the use of project management tools such as JIRA, MS Project, SharePoint and capacity models

+ Understands all aspects of JIRA IT project management tool as well as creating end to end traceability, pulling metrics for products and managing teams with the tool

+ Experience supporting products in an IT environment.

+ Familiar with the Software Development Lifecycle and lean concepts such as Agile SAFe and waterfall.

+ Mastery skills in PowerPoint, dictation, attention to detail when creating briefings.

+ Managing customer relationships and providing technical direction and leadership.

+ Managing all aspects of the development and implementation of assigned projects, acting as the single point of contact for those projects in some cases.

+ Experience identifying and mitigating risks to an IT product/program.

+ Specifying systems requirements and insuring that completed systems meet requirements

+ Tracking all infrastructure artifacts and compliance efforts. Facilitating infrastructure scrums, IPTs, retrospectives, and other technical meetings and Agile ceremonies as necessary.

+ Coordinating Authority to Operate (ATO) effort. Liaising and coordinating with technical SMEs to monitor compliance artifacts, monthly scan results, POAM creation and progress; Risk Management Framework (RMF) progress to ensure steps are entered in a timely manner; compliance artifacts such as Business Impact Analysis (BIA), Privacy Threshold Analysis (PTA), etc. for timely completion

+ Managing to cost, schedule, and performance for the engineering workstream. Able to define and implement project metrics for scope, schedule, and quality

+ Developing detailed work plans, schedules, project estimates, resource plans, and status reports

+ Effectively leading technical professionals and a cross-functional team

+ Ensuring execution of quality deliverables within established schedules

+ Collaborating with teams across the customer organization to improve processes, results, and customer experience.

+ Monitoring technical and user community meetings, training sessions, and help desk issues for trends and topics of interest to end users.

+ Ensuring the organization and processes remain aligned with customer policies and external directives.

+ PMBOK/Agile Standards, Procedures, and Policies- Knowledge of and the ability to utilize a variety of project management skill sets and technical knowledge to manage organizational IT policies, standards, and procedures.

+ Planning: Tactical, Strategic- Ability to contribute to operational (short term), tactical (1-2 years) and strategic (3-5 years) planning in support of the overall business plan.

+ Problem Solving- Knowledge of approaches, tools, techniques for recognizing, anticipating, and resolving organizational, operational or process problems; ability to apply this knowledge appropriately to diverse situations.

Qualifications

Required Skills and Experience:

+ Education Requirements: master’s degree in engineering, Computer Science, Systems, Business or related scientific / technical discipline

+ Years of Experience Required: 15+ (an additional 10 years can be substituted for educational degree)

+ IT Project Expertise – The successful candidate will have a combination of IT project experience, both large and small, and must be well-versed in the full systems development life cycle, COTS/GOTS integration, strategic information planning, business process reengineering, cloud services, risk management, testing, scheduling, and project management practices.

+ Analytical Thinking – Knowledge of techniques and tools that promote effective analysis and the ability to determine the root cause of organizational problems and create alternative solutions that resolve the problems in the best interest of the business.

+ Effective Communications – Understanding of effective communication concepts, tools, and techniques; ability to effectively transmit, receive, and accurately interpret ideas, information, and needs through the application of appropriate communication behaviors; ability to effectively write/technical writing; and ability to translate technical approaches and methodologies.

Preferred Skills and Experience:

+ Experience working with/for VA

+ Supply chain management experience

Clearance Requirement:

+ Must be able to obtain security clearance at VA

+ Clearance Required: Suitability / Public Trust

Posted Pay Range

The posted pay range, if referenced, reflects the range expected for this position at the commencement of employment, however, base pay offered may vary depending on multiple individualized factors, including market location, job-related knowledge, skills, education, experience, and internal equity. The total compensation package for this position may also include other compensation elements, to be discussed during the hiring process. If hired, employee will be in an “at-will position” and the GovCIO reserves the right to modify base salary
