Summary:
The Benefits Manager is a strategic partner with the leadership team to ensure that all benefit programs align with the American College of Surgeons strategic goals and support a high-performance culture by rewarding and attracting top talent. This role will plan, direct, and coordinate benefit and wellness activities for the organization and to maximize the strategic use of human resources. Maintain functions such as health insurance, leave of absence, retirement plans and other suite of benefits.
This exempt position will report to the Director, Strategic Operations, People & Culture in the Division of Human Resources. It is based in our Chicago office and is a hybrid role: 3 days per week in the office/2 days per week remote.
Primary Responsibilities:
Provides ongoing analysis of benefits, including evaluation of service usage, effectiveness, cost, plan participation metrics and benefit experience modules; identifies program gaps and potential remediation; develops and administers RFPs. Manages the vendor relationships/contracts, annual benefits enrollment, communication and testing. Reconciles vendor accounts, payments and data uploads, interfacing with Payroll, HRIS and the vendors supporting systems. Assists with Budget development and oversees all billing for benefits is correct, in alignment with contracts and processed timely. Annually coordinates with vendor for plan audit. Oversees benefits broker and benefit plans include health and life insurance plans, disability and retirement (403b, pension and 457), EAP, Flex, transit, COBRA and various wellness vendors. Ensures all reporting requirements are administered including annual ACA, 403b compliance testing, nondiscrimination testing and prescription drug data submission.


Supervises Benefits HR Coordinator. Provides day-to-day oversight, education and development. Responsible for coaching, review and process of time and attendance, performance reviews, performance feedback, hiring and termination.


Collaboration with payroll for time and attendance and entry in HRIS. Oversee all leave of absences including the vendor who provides leave and disability insurance administration. Facilitate communication with supervisors regarding employees' leave of absence. Includes OSHA, workers compensation reporting and coordination.


Assures that all employee benefit records are maintained, and policies and practices comply with the applicable provisions of federal, state and local laws. Ensures data retention policies are applied.


Assists in the development and delivery of training as it relates to benefit initiatives. Partners with vendors to provide ongoing education and resources for employees. Also administers benefits communication for new hire orientation and termination processes. Responsible for all required communications to employees per plan requirements including terminated/COBRA participants.


System oversight- Assists with integration efforts around benefit structures, deduction code mapping, ad hoc report generation; makes recommendations on process improvement and data integrity from a benefits administration perspective. Oversees the maintenance of all benefit portals.

Required Education and/or Experience:
Bachelor's degree or higher from an accredited college or university is preferred.


Certifications such as CEBs, CPSP (Certified Plan Sponsor Professional), or other benefit certifications are a plus.


At least 7+ years of similar or related benefits experience is required.


Must have the ability to analyze HR data and metrics, and effectively write reports, proposals, correspondence, develop presentations, and create technical and employee communications.


Working knowledge of applicable Federal, State and local laws and regulations.
