About the Position: The U.S. Army Contracting Command was established on March 14,2008. The mission of the Army Contracting Command is to oversee more than $85 billion in contracts annually and focus on maintaining and improving the Army’s ability to respond globally in support of the warfighter’s needs. Responsibilities Serve as the lead negotiator and chief of the negotiation team for high-dollar value and/or critical negotiations and negotiates an agreement on these actions. Review and approve the cost price analysis and makes the final determination of price reasonableness. Serve as a team leader responsible for the overall efficiency of a technical team organized along functional lines. Perform acquisition planning and acquisition strategy development. Provide procurement package input. Perform complex pre- and post-award functions including administration and closeout/termination. Validate solicitation and negotiation of contracts. AND In addition to meeting the basic requirement above, to qualify for this position at the GS-13 grade level you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes creating procurement and solicitation packages; coordinating cost price analysis; reviewing cost breakdowns to establish reasonableness of price; recommending contract changes; monitoring the progress on contract actions. Education cannot be substituted for experience. You will be evaluated on the basis of your level of competency in the following areas: Contracting/Procurement Leadership Preparation and Negotiation Procurement Analysis Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12). Education FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
