JOB ANNOUNCEMENT
ASSISTANT COMMISSIONER (Construction & Compliance)
DEPARTMENT OF HOUSING
Bureau of Construction & Compliance
Number of Vacancies: 1 (Additional vacancies possible pending budget approval)
Starting Salary: $118,128
Under direction of the Deputy Commissioner, the Assistant Commissioner manages and directs staff responsible for the long-term monitoring and compliance of all U.S Department of Housing & Urban Development (HUD), Low Income Housing Tax Credit, Neighborhood Stabilization Program (NSP), Affordable Requirements Ordinance (ARO), and Tax Increment Financing (TIF) program rules, regulations, and agreements
ESSENTIAL DUTIES:
· Develops and implements policies, procedures, and forms designed to improve and expand division services.
· Ensures supervisors and staff have the appropriate knowledge and skill sets to correctly determine compliance with affordability requirements required by HUD and Internal Revenue Service (IRS).
· Develops and implements policies and consequences for property owners with chronic compliance issues.
· Analyzes and evaluates program efficiencies and challenges, and recommends improvements.
· Directs subordinate personnel responsible for executing programmatic objectives and policies.
· Establishes work priorities for department programs.
· Ensures work priorities for department programs.
· Ensures subordinates’ compliance with department rules and regulations.
· Apprises the Commissioner and the departmental managers of the status of projects.
· Represents the Commissioner and the department at conferences, meetings, and to the general public regarding the operations of the department.
· Oversees the preparation of major contracts to which the department is a party.
· Coordinates and communicates with other divisions and departments to advance long-term monitoring of affordability annual efforts.
· Communicates instructions issued by the Commissioner to other departmental managers and subordinate staff

Days: Monday – Friday (occasional evening hours may be required)
Hours: 8:30am – 4:30pm or 9:00am – 5:00pm
THIS POSITION IS EXEMPT FROM THE CAREER SERVICE
Qualifications:
MINIMUM QUALIFICATIONS
Graduation from an accredited college or university with a Bachelor’s degree in a field related to the duties performed, including five (5) years of work experience related to the position, of which two (2) years are in a supervisory role related to the responsibilities of the position or an equivalent combination of education, training, and experience
SELECTION REQUIREMENTS

The interviewed candidate(s) possessing the qualifications best suited to fulfill the responsibilities of the position based on the oral and written parts of the interview will be selected.
